7.e Public Works Staff report_March 20201 SCANDIA April 21St, 2020 Public Works Staff Report — March 2020 Roads and Right — of — way Roads: Tree trimming continued along the roads where the branches come in contact with City vehicles or other commercial vehicles. Trimming of all varieties of trees will be ending in mid-April to protect certain species from disease. The Director of Public Works attended a waste water treatment seminar and training and will have a Class D sewer license as soon as the fees are paid. I also took the test for the Class E water license and have acquired that as well. Roads have not been impacted by inland flooding at this time although the water along some roads is still elevated. One home on Goose Lake, near the boat landing, does have water up close to the home. The PW department has installed the additional signs for the Fire Dept. to help with parking issues near the dry hydrants. Better signage helps the Sheriff Department, Fire Department, and the community. Staff removed the old signs posts from areas in the community where signs were replaced in the fall. Spring road restrictions are still being enforced as of 4-6-20. Most of the roads that had moved due to the frost have settled back into position. The county has swept downtown and City Hall. They will be sweeping the other areas in the city the second week in April. PW staff has cleaned up leaves on 182nd and Maple St. and swept the entrances of the gravel roads. PW has also been checking culverts and cleaning as needed to help the flow of water during spring rains. Staff has been out to repair plow damage in some areas. When soil is available for top dressing and seeding, PW staff will be out performing further repairs. Grasses in the MNDOT landscapes and those at the community center have been pruned back. The asphalt plants that were open have closed down for the covid-19 pandemic and may open the third week in April. The PW department did use some cold patch mix to fill some of the worst potholes in town. The winter was hard on the roads this year. Staff will be working on roads as soon as more hot asphalt product is available. Maxwill was greatly impacted by the winter freeze thaw processes. Sewer — Water: Bliss /AE 201 system: The last step for Lift station #1 and #2 upgrades is scheduled to be completed the week of April 6t". The SCADA integration went well and is working as requested. The contractor, Innovo (Connelly Industries) has done a great job of communicating with staff by providing continuous updates on the work in progress, scheduled, or completed. FEMA has granted our first request for flood damage recuperation from last March, 2019. The City should be receiving a check for $12,742.47 which is 75% of the $16,989.96 claim the PW director submitted. The funds should be reallocated to the 201 for upgrades, repairs, and projects to aid in preventative measures against similar occurrences. The cost of the motor that failed in Lift Station #2 is still under evaluation by FEMA. Anderson Erickson 201 system has an electrical system that is located in the valve pit where it is continually moist. There is corrosion on the valves and the electrical box. The box needs to be moved to a dry area, old solenoids need to be replaced, and the access cover needs to be raised. Staff is getting quotes for the project. Staff addressed one incident of flushable wipes entering the 201 system. Information on the occurrence has been provided to the city administrator for any fees the city wishes to charge the home owner. Uptown sewer: The aerator motor at the Uptown station is beginning to get louder. This could be an indication that there may be a need for a new motor at the end this year of next year. PW will continue to monitor and do scheduled maintenance. Parks: Lilleskogen: Staff is researching the signs and costs for the brick endcaps for the signs. Culvert maintenance was performed for the wetland area. Community Center and Lighted field: Playgrounds were posted for non-use since the surface areas can not be maintained for Covid -19 sanitation. Tennis nets are up and ready for use. Added vent holes to the audio box located at the community center for cooling purposes. This is a follow up on a suggestion made by the company that provided quotes for possible audio updates. Warmina House / Rinks: Doors were open as of April 1 st to begin the spring schedule for inviting cyclists to use the amenities. PW staff has installed the bike rack and fixit station installed last year, and will be installing the second bike rack at a later date. Banners are up to indicate the rest stop. Modifications will be made to the banners so if riders see the banners from the other side of the road, they can still locate the warming house. RnnP I akP- With the Governors covid-19 stay at home order, staff is aiding the Watershed District in monitoring the culverts and drainage of Bone Lake. Goose Lake: Goose Lake aerator and warning signs have been removed from the lake and will be reconditioned and ready for next years installation. The DNR has supplied the City with some new decals for the signs. Other: - PW is transitioning from winter operations to summer operations. - The ROW mower 6410 JD tractor needed a new rear rim and two replacements for the front tires. - Discussion of alternative routes for the Fat Cat race - Staff is contacting the DNR about installation of concrete planks for the LHL boat launch area. The planks have been stored in the PW yard for 5 years. Staff is hoping we can use them even though the LHL improvement plans did not go through. - Assembly and placement of two benches donated by the Lions.
