Re: Minor Collector Street Striping for 2020
Background:
Each year, Washington County offers to include Scandia in their striping operation which is bid out to a
subcontractor each year through their bidding process. Using this process saves the City funds to be
used in other areas of the budget. In 2019 there were no roads striped due to the City's road striping
policy which states, roads to be constructed in the next two years are not striped. The current lines are
faded and difficult to see in areas. Striping the roads improves the safety of those roads and follows
the City's striping policy.
Issue:
Staff is requesting City Council to accept the proposal from Washington County to include Scandia in
their contract for 2020 and to pay for the services when completed.
Proposal Details:
Washington County will be conducting striping operations for 2020. The County requested Scandia to
submit a proposal by April 17th, 2020 along with a list of the city streets Scandia would like to have
striped this season. Staff has submitted the road striping request information noting council approval is
required to move forward. The list of streets to be striped is in the table below. It represents about 1/3
of the City's minor collector streets. None of the streets proposed below are slated for construction or
reconstruction within the 2 -year window noted in the City's striping policy.
The striping request is a double yellow center line. The numbers noted on the far right in the table are
lineal feet of the road.

A single yellow 4" center line last year was $0.049 per foot. Our potential cost would be $3,795.54.
Franconia's portion would be $382.20 for their portion of 240t"
These costs are an estimate since we don't know the final paint use, this year's paint cost, or what the
bids for per lineal foot are for 2020.
Fiscal Impact:
The cost indicated above will come from the budget approved for the Contractual Road Maintenance
Fund — 101-43000-405 for 2020.
Options:
1. Accept the proposal from Washington County and stripe the roads as requested
2. Do not accept the proposal from Washington County and leave roads as is this year.
Recommendation:
Option 1
