Re: Layton Avenue discussion
Scandia City Council Members,
Last year I pointed out that the 18xxx block of Layton Ave appear a lot in Sheriff’s monthly incident
reports. In 2019 they accounted for 13% of all documented incidents. So far this year, they account for
15%.
I wanted the Council to think about what is going on and brainstorm ways to reduce the number of calls
to this neighborhood. The residents of this neighborhood deserve to live in peace, and right now that
does not appear possible.
In the interest of data privacy, I think we should avoid getting into specific names or addresses.
However, some questions I think we should explore include:
1. What kind of complaints are being made?
2. What kind of ordinance violations are being cited?
3. Are citations being issued to all offenders in the neighborhood?
4. Are the ordinances we have in place adequate to address the concerns raised by these calls?
5. What changes to existing ordinances might be needed?
6. What changes in enforcement methods has Ken brought to the table to address the general
neighborhood concern that we are not enforcing our ordinances?
This neighborhood is looking to us for help. What assurances can we give them that we are concerned
and are doing everything we can to enforce our ordinances and help them?
