Public Works Staff Report – April 2020
Roads and Right – of – way
Roads:
The local asphalt plant is open and staff has filled most of the large pot holes in the
community. We continued to address some potholes into the beginning of May. The next
phase is to patch the thin potholes using the fines asphalt mix. The focus will be on the
Fat Cat race route and then move throughout the community with the fines mix. So far
about 8 tons of mix has been applied to the road s.
There were three after hour reports of trees down blocking or partially blocking roads.
Tree trimming and roadside brushing is done for this year.
One driveway culvert replaced off Newgate Ave. N.
Staff has hauled and added about 100 tons of gravel to Paris and hauled another 80 ton
to the shop for our annual shouldering process along the city roads. PW staff reclaimed
shoulders on the gravel roads this year. Staff also completed some restoration of plow
damage from the winter.
Staff is working with contractors on processes to fix the paved roads that are failing and
are over three years out for improvements.
The 2020 project is nearly complete. There are a few check list items and the road needs
to be striped.
Sewer – Water:
Bliss /AE 201 system:
We had one after hours alarm at the Bliss drain field. Operations with the new stations
are going very well. Draw down tests were performed at lift station #2 to update pump
rate capacity. Measurements between lift station #2 and #3 are more compatible now.
There were to old septic tanks identified in the Bliss area that had the inlets capped but
not the outlets capped. One system has been capped and the other plugged until the
tank is removed by the property owner who plans to build on the site this year. The
Director of PW suggests language be added to the 201 and Uptown sewer ordinance
that notes abandon septic tanks attached to municipal sewer systems need to have the
outlet plugged.
Uptown sewer:
Staff is setting up a time to meet with MN Rural Water to discuss conducting a smoke
test for the Uptown system. The pump readings at the system have been higher than
the water meter readings in town. This indicates a possible additional source to the
system. The smoke test is effective and inexpensive.
Parks:
Lilleskogen:
Staff removed buckthorn from the remaining NE corner of the park. The two new signs
for the Story Path have arrived. Staff has costs for the brick pillars for the park sign to
share with the PRC.
Community Center and Lighted field:
The first set of bleachers has been set in place at the lighted field.
Warming House / Rinks:
The skate park equipment was set out at the hockey rink. Social distancing is strongly
encouraged.
Other:
- Staff is beginning the process of coordinating the installation of Lion benches
residents adjacent to Co. Rd. ROW have been contacted and sites have been
selected.
- Staff is coordinating the pick up of the flower baskets with Abrahamson
nursery. The plan is to pick them up May 21st so they are on display for
Memorial Day unless there is objection by the council and would like to push
the date back.
