PO Box 128, Scandia, Minnesota 55073 Phone (651) 433 -2274 Fax (651) 433 -5112 http://www.ci.scandia.mn.us MEMORANDUM DATE: May 1, 2020 TO: Honorable Mayor and City Council Members FROM: Ken Cammilleri, City Administrator RE: Consideration of Development Code Rewrite Proposals The City issued a request for proposals for a development and zoning code update on February 6, 2020. The submissions were due on March 13, 2020. Three proposals were received. Upon review by the selection committee the three proposals were narrowed to the two proposals that have been included in your packet this evening. (The third proposal was excluded by the selection committee due its substantially higher costs, and that it did not appear to be aligned with the goals set forth in the RFP.) Please keep in mind that the Council may choose not to select a proposal due to cost. However, to keep within the statutory deadlines of completing this process, I recommend that Council strongly consider proceeding with this process. The Metropolitan Council has been informed of the City’s intention to complete the necessary updates to its development code and that the process will likely not be completed within the statutory deadline. They indicated that they would not be concerned so long as the City is actively in process of completing the project. Both finalists have been invited to join tonight’s meeting for an opportunity to make a 10 to 15 minute presentation on their respective proposals. This will be followed by approximately 10 minutes of question and answer between the City Council and each vendor. I will flip a coin on meeting night to choose which of the two firms will have the opportunity to present first. Both will be allowed to view each other’s presentation. At the end of this process the Council will be asked to evaluate the proposals and make a decision. Selection Criteria The RFP that was adopted by the City Council sets the best value standard for this selection process. “Best value” means achieving an appropriate balance between price and other factors that are key to the delivery of satisfactory deliverables. A proposal that obtains a low price but does not include other necessary qualities and features as specified in this RFP does not necessarly meet the Best Value criterion. The City Council may choose to add additional factors toward this evaluation process. However, the following factors were identified in the RFP and should be used at minimum: Page 2 of 2 City of Scandia 14727 209 th St. N. Vendor’s industry experience and previous experience in performing similar work, particularly with public sector entities and public employers in the state of Minnesota; 2. Thoroughness, quality, specificity, robustness, flexibility of Vendor’s approach/methodology, including the approach to accounting for both public input; 3. Cost estimate; 4. Vendor’s past performance and client references; 5. Timeliness of start date after contract execution, and ability to complete a thorough market study and provide high-quality deliverables within a compact time frame. Please keep in mind that I shared 3 questions with both vendors before this meeting. These questions are: 1. What additional value will you provide the City in terms of the difference between the unified development code you are helping prepare for us and the one the City currently has? 2. What recommendations do you have for us with regard to ways we could improve our existing development code? 3. In what ways would you assist the City with civic engagement and obtaining public feedback? Please let me know if you have any questions.
