Staff Report

Re: Prorated fee reimbursement for on-sale liquor licenses
At the request of Mayor Maefsky, a report has been prepared for a discussion on prorated fee
reimbursement for existing on-sale liquor licenses that have not been operating under
restrictions placed by Governor Walz’s Safer at Home Executive Orders. A refund of a portion of
the fees would offer the businesses some form of economic relief.
Bars, restaurants, and other places of public accommodation were ordered to be closed
temporarily to the public beginning on March 17 th. This order remains in effect, estimated to be
lifted on June 1st.
If the Council agrees to refund a portion of the license holders’ fees based on the length of time
being closed, the chart below provides a calculation of the amount, using 11 weeks as the time
of closure:
Business Annual Liquor License Fee Prorated reimbursement
Brookside Pub $2,200 $465
Meisters Bar & Grill $2,200 $465
The Scandia Creamery $2,200 $465
The Council could approve to refund the on -sale liquor license holders a prorated amount
based on the time of closure, a different amount, or none at all.
