Re: 201 System Upgrades
Background: Automatic Systems and Connelly Industrial presented their proposals for
upgrading Bliss 3 & 4 and Anderson/Erickson Lift Stations at the March
19, 2014 Wastewater Meeting. Both companies had similar valves and
control panels. There were only a few differences in their proposals.
Automatic Systems’ proposal for $94,918 included the installation of the
valves, electrical work, and site preparation for the new control panels.
Their proposal also included using Microwave Data Systems (MDS)
unlicensed radios that do not require any FCC coordination, licensing,
fees or renewals. Staff contacted Brian Malm from Bolton & Menk who
stated that Automatic Systems is “pretty much the premiere systems
integrator out there”.
Connelly Industrial’s proposal for $92,583 did not include the installation
of the valves, electrical work, or site preparation. Their proposal included
radios that would have to be licensed by the FCC for an additional fee.
Proposal: Staff is proposing to award the contract to Automatic Systems because
their proposal is more inclusive, using radios that don’t need a license, and
have a good reputation.
Issue: What company should be awarded the contract to upgrade the 201
system?
Fiscal Impact: The Wastewater Capital Improvement Program has $120,000 for
upgrades to the system. $25,000 will be needed to replace the pumps.
Options: 1) Recommend to the City Council to award the 201 upgrades to
Automatic Systems Company.
2) Recommend to the City Council to award the 201 upgrades to
Connelly Industrial Electronics, Incorporated.
