Comments re Redeemed Farm AmendmentRECEIVED MAY 2 8 nn To: City of Scandia CITY OF SCANDIA From: Curt & Patty Peterson Subject: Jeff Gacek interim use permit amendment Hello, these are a list of my comments for you to consider for the possible expansion of events for the rural event center at 12680 Scandia Trail. 1) How did the City allow the new stable/church building to be constructed? By the cities own property codes this property already had over the allowable building/impervious square footage built. Now by adding another building it is way over the allowable square footage for a 20 or 40 acre parcel. Plus the land is clearly not used for agriculture as a primary use. So any agricultural benefits should be eliminated. 2) 1 met with Jeff on 5/26/2020 and Jeff verbally stated that all small events will be ONLY on Friday, Saturday or Sunday and all small events will conclude at 8PM. There could be a maximum of 3 small events per day. Each event will be allowed a maximum of a 2 hour time limit. Your notice states that more than one small event will be allowed per day but is not clear on any maximum persons, what days the events will be allowed, the daytime time limits, or when the last small event will conclude in the evening. 3) How does the rural event center pay agricultural taxes when it is a primarily a commercial business? Other venues that host wedding ceremonies and celebrations pay U the taxes of what the rural event center currently pays. This seems like an unfair advantage for this business. 4) The outdoor lighting on the new stable/church building seems excessive for our quiet rural neighborhood. There was a small party one evening there and the glare from both the indoor and outdoor lighting was blaring, intrusive and horrible. I could not even see the bright stars in the beautiful nighttime sky against this bright intrusive lighting. 5) Last but far form least is the unsafe roadway conditions caused by the rural event center. The main entrance to this establishment is from Meadowbrook Avenue North. This road does not meet minimum state guidelines for a rural road or any road whatsoever. Minimum state guidelines for a rural road are 22 feet wide. Meadowbrook is only 18 feet of bituminous with no improved or dedicated roadway shoulders. This makes Meadowbrook a driveway for roadway classification not a traveled rural roadway. There are many times that a bus or garbage truck meet on this (driveway) and they cannot traverse without one driving into the ditch. How can a rural driveway be used as the primary access to a rather large business? The quiet roadway worked fine for the few residents who live there but enter a business with more garbage, litter, noise, traffic, catering and even buses. The driveway is not adequate for safe transportation or bike/pedestrian use. Thanks you for your time and careful consideration of all of my comments.
