Re: Access Risers
Background:
Last year staff began raising access pipes in the 201 system to be consistent with state rules (see
attached). Staff is working through all properties to bring them into compliance. Work has continued
on this effort this summer and will go into next year.
Issue:
Some residents are upset because this means a pipe is now sticking up in their yard to provide proper
access to the system
Proposal Details:
This is a discussion item as a member of the committee has said he will cut the pipe down
himself. In addition to the state rules, our ordinances (No. 108 and 140) are included in the
packet.
Per ordinance, “No unauthorized person shall uncover, make any connections with, or opening into,
use, alter or disturb any portion of the system or appurtenance thereof without first obtaining a
written permit from the city or county as may be applicable.”
Furthermore, the property owner will be assessed the charge to restore the system if they alter it.
Lastly, at the time of sale, the City will not sign off on any system as being complaint unless it meets
all of the code and rule requirements.
Property owners may install plantings around the pipe so it is not as much of an eye sore or hazard,
however, access by the City must be preserved.
