Dear City Council,
Please see my attached formal comments related to Resolution 18-2020 - Rural Event Facility
IUP and variance request. I am one of the closest neighbors to Jeff Gacek (just north on 21460
Meadowbrook Ave N). I do support the variance request but have additional feedback and 4
specific requests that I feel are reasonable. Please review and take into consideration prior to
your discussion and vote.
I'd like to also mention that the property owner, Jeff Gacek, did meet with my family (and
several neighbors) to collect feedback on the changes he is proposing. While that was not
necessary - it was greatly appreciated. During that discussion the nature of the change being
requested by Jeff seems reasonable and the addition of my Request #1 (only 1 event at a time)
seems to be well aligned to the property owners intention. I've provided other requests that are a
bit outside the scope of Resolution 18 - but are things I feel would ensure the rural event facility
has the most minimal impact on neighbors.
I'm not exactly sure how the Zoom conference works - but if I'm not able to speak - please take
these formal comments into consideration.

Dear City Council,
I have a few comments I'd like the city to take into consideration related to IUP amendment and variance for Redeemed
Farm Rural Event Facility at 12680 Scandia Trail North (Resolution No. 2020-18).
On a positive note, the conditions put into place by the city within the IUP have helped to ensure the rural event facility
has had a minimal impact on my family through the year 2019. In a few areas, the property owner has also gone
above what was required on multiple conditions - which is greatly appreciated.
In 2020 a new accessory structure was built that the property owner refers to as "The Stable" (per website, see
attachment 1). This new facility adds an additional large meeting space that can hold events themselves — or
can supplement events in the other buildings. There are now two large barn buildings which can hold events on
property.
Request #1: 1 believe it is reasonable for the city to consider adding a condition to the IUP that clarifies that only one
event can occur at a time. That is, two separate events are not allowed to occur at same time (ex. Anderson party in
"The Historic Barn" and Johnson party in new "The Stable" structure).
Request #2: 1 believe it is reasonable for the city to put a moratorium on additional accessory structures on this
property. Per attachment 2, there are —17,000 square feet of accessory structures on property which is 3-4x what is
allowed per city code shown below. This could be addressed during the IUP review in 2020 — which I've proposed be
opened to the public for comment in October 2020 (per my Request #3 below). No variance of below city code exists.
Per Code Chapter One Section 4.2 an Agricultural Building is defined as: A structure on agricultural land
designed, constructed, and used to house farm implements, livestock or agricultural produce or products used
by the owner, lessee or sublessee of the building and members of their immediate families, their employees and
persons engaged in the pickup or delivery of agricultural produce or products.
Per Code Chapter Two Section 3.2 a property that is 30 to 40 acres is allowed 5,500 square feet of non-
agricultural structures. Nearly all the structures on the building do not meet the definition of an Agricultural
Building - and should be counted towards the 5,500 square feet limit. Putting property over limit.
Request 3 — I believe the IUP should be allowed for public review in October of 2020 - the date of annual renewal. The
addition of "The Stable" building has changed the nature of the event facility. There is now 2 large barns on a single
property — which results in 2 rural event facilities on a single property. This new building ("The Stable") expands what
was approved in the current IUP. In the current IUP a number of conditions (screening, lighting, etc) were created
based on the buildings on the site at the time of applications, and this new structure ("The Stable") was not approved
or part of the design plan. As such, no conditions exist related to "The Stable" structure built in 2020. This new
building is very difficult to screen from neighbors - for example see attachment 3A and 3B. At night this building is very
bright, due to the internal and external lighting design - and the property is difficult to screen from neighbors - given the
open nature of the property. By allowing the public to comment on the IUP when it comes up for renewal in 2020 —this
will ensure all impacted neighbors will have the opportunity to provide feedback on the newly constructed building.
Request 4 — No events be held in new structure ("The Stable") past Bpm, until screening problems addressed (internal
shades, window film, bare bulbs removed, etc). Property owner has mentioned to me the addition of light dimming -
the usage of which would be greatly appreciated as well.
