Upgrades to Information Technology
Staff has completed 75% of the network upgrades. This includes the replacement of
equipment, partial setup of the new domain server, and implementation of improved public
Wi-Fi. Visitors to the Community Center's parking lot or grounds can now access reliable
internet. The network name is "Scandia-Guest" and the user name is "dalahorse". My goal
is to potentially set up a splash screen setup so that a password will not be needed. This
means that there will be a welcome page laying out the rules for using the service and a
possible time expiration.
Digitizing Records
Staff will start much needed records and data achieving at the Fire Department and Public
Works.
Spring Primary and General Elections
In preparation for the election season , the city will be promoting absentee voting in an
effort to improve voting safety on election day. We will also be following all of the
recommended precautions including adopting strict cleaning regiments, making available
Personal Protective Equipment available on election day, and making full use of the space in
the event hall to maximize social distancing. Our election worker staff will include City Staff
including myself. However, given the circumstances reasonable fears have prevented some
of our regular election workers volunteering. I would like to ask if there are any interested
volunteers out there, to please consider assisting our community with this important
undertaking. Interested individuals are encouraged to reach out to our City Clerk, Brenda
Eklund, to sign up.
Scandia Heritage Alliance's Arts and Heritage Center Project
SHA has recently progressed in the project to potentially re -erect the Watertower Barn on
the Community Center grounds. Survey work and an officially approved wetland
delineation have recently been completed. SHA will be concentrating on fund raising to
complete the project.
Spring Code Enforcement
All of the notice letters have been mailed for this round of code enforcement
notices. Enforcement issues this round primarily related to the following issues:

Failure to obtain a permits for projects and improvements
Failure to meet property storage requirements
Abandoned and disabled vehicles
Exceeding animal density requirements
Property Tax Settlements
Washington County reported that it had received 50% of this year's property tax
payments. The County typically receives 52% in the first installment, so the City can safely
anticipate a close to normal property tax settlement for July. The City's cash position
remains strong, but will be strengthened with this upcoming settlement
City Planner Update
TKDA has recently hired Evan Monson to replace Merritt Clapp -Smith as our point
planner. Evan will be leading planning reviews for next month's zoning application process,
but Merritt will still provide overall review during the transition.
Sports Events at City Facilities
Under the Governor's Safer At Home Order, sports activities are permitted to resume
organized practices with a COVID-19 Preparedness Plan that outlays precautionary
measures that will be taken. The following two programs have been approved to proceed
with adherence to a Covid-19 Preparedness Action Plan that has been reviewed and
approved by the City:
- Forest Lake Youth Baseball Team, Coach Tyler Kroshel and Assistant Coach Courtney
Dowd.
Adult Fast Pitch Baseball Tournament, Dan Lindgren
Both groups have agreed to adhere to their plans and implement any changes passed down
by the state.
