Dear Members of the Planning Commission:
Please answer the following questions to the best of your ability and/or knowledge. The intent of this short
questionnaire is to help our Team begin the prioritization process in understanding which ordinance sections
require significant changes, modifications and/or edits. On July 7, 2020 at your regular Planning Commission
meeting we will briefly introduce the Project, this worksheet, and can answer any questions and provide
clarification, if needed. You may fill the following worksheet out electronically and email it back to Ken at
k.cammilleri@ci.scandia.mn.us, or you may print and fill out a hardcopy of your responses and return it to the
City offices.
QUESTIONS
1. How often do you read and/or reference the City’s Development & Zoning Code (“Code”) when
you consider a land use/zoning application? Please select one by placing an X in the column.

2. On a scale of 1 to 5 (where 1 is Completely Agree, and 5 is Completely Disagree) please rate the

The Zoning Section of the Code is easy to navigate and the language is easy to
understand.
I understand when a Conditional Use Permit (CUP), my role, and the process to
review a CUP.
I am comfortable reviewing and making Variance recommendations and the process
is easy to understand.
The Subdivision Section of the Code is easy to navigate and the language is easy to
understand.
The Design Guidelines are easy to implement and apply to land use applications.
Amending the City’s Development & Zoning Code is common – our ordinances are
out of date, so we must update/modify them to respond to landowners, applicants
and business owners regularly.
3. Think about the land use applications you have reviewed in your time as a Commissioner. What
application was most challenging? What type of land use/zoning application was it? Please briefly
explain why it was challenging (complexity, multiple ordinance sections, process was confusing, etc.)

4. Are there any new policy directives in the 2040 Comprehensive Plan that you can think of that
should be incorporated into the Development Code and/or Zoning Code? If yes, please list (goal
statements, new land use designations, comments regarding Village, etc., or other statements from
the 2040 Plan are all acceptable responses).

5. In your opinion, how could we make the Development & Zoning Code better? What would make it
easier for you to use? (e.g. more graphic representations, more plain language/less jargon or legal
ease, etc.)
