Staff Report-Work Session with Klumpp Staff Report Date of Meeting: July 28, 2015 To: City Council From: Kristina Handt, City Administrator Re: Work Session with Sharon Klumpp Background: At the July 21 Council meeting the Council voted to hire Waters and Company to complete the search for a new City Administrator. Sharon Klumpp, who has worked with the City on the last two administrator recruitments, will be at the work session on July 28th to begin the process. This is the first step in an eight-step process. A copy of the agreement which includes the proposed timeline and description of each task is included in your packet. Issue: What is the Council looking for in the next administrator? What updates need to be made to the job description and announcement? What changes to the project timeline would the Council like to see? Proposal Details: The purpose of this work session is to discuss the desired qualifications and expectations for the new City Administrator and to review the current job description. A copy of the current job description is in your packet. This job description was adopted before the hire of the first administrator in 2006 and used again during the 2012 recruitment. I would suggest the Council consider adding language about some of the new functions of the positon over the last three years such as code enforcement tasks, union negotiations, and economic development tasks related to the EDA. The 2012 job announcement has also been included in your packet for discussion purposes. I have updated some of the items in red to be consistent with our current policies, i.e. step scale adopted in 2013 and economic development activities. The step scale is also included in your packet. We’ve also added staff in 2014 so the FTEs have been increased. Lastly, the Council should discuss the proposed project timeline. The proposed timeline can be found on page 11 of the agreement. The proposed timeline would result in a gap between my resignation date of November 6th and the potential start date of the new Administrator on December 7th. The Council may want to explore the option of shortening the timeline with Sharon. Alternatively, as I mentioned in my resignation I would be open to staying on longer but only working part time until the new Administrator is on board and had some training. Lastly, the Council could decide to go without an administrator for that gap time. The most significant task to be completed during this potential gap would be the public hearing on the budget. Without an administrator, the Council would need to decide how that would be handled.
