Public Works Staff Report — June 2020
Roads and Right — of — way
Roads:
The patching trailer is back up and running as it should. Staff has patched the majority of
the thinner potholes and have dealt with sink holes in low lying areas near swamps which
are mainly caused by muskrats. Patching will continue now that we are back to full staff.
PW did our own asphalt patch repair to the culvert repair area on 22011 s1. N. It turned out
well and will last until the road construction next year.
PW is finished with the first round of ROW mowing. Shouldering is about 50% done for
this year. There have been 4 driveways that have been ditched to improve water flow and
clean out the ends from being plugged and two driveway culverts replaced. There are 6
culverts that will be jetted following the ditching.
Sewer — Water:
Bliss /AE 201 system:
We had a short power outage at the Bliss drain field which impacted the controller for lift
station #3. There was no SCADA communication, a pump wouldn't alternate, and the
hour readings were off. The situation has been addressed and the system is running as
M MOM 154 1
Two residential pumps were replaced. It was found one check valve is not operating
correctly. Staff has arranged a date for the replacement of the check valve. All resident
pumps in the Bliss area will need to be shut off in the process. Residents that are home
will be notified and PW staff will manually pump down pump tanks in case a resident
does use the system.
The FEMA funds, for the flooding in the spring of 2019, have been deposited in the
City's account. The Dir. of PW will have a proposal on use of the funds at the next
council meeting.
Uptown sewer:
Smoke testing has been pushed back a week. We will also be testing the system
around City Hall as well.
Parks:
General:
Staff was able to acquire a demo mower to catch up on mowing in the parks and at the
sewer treatment areas. Within two days of having the mower we were caught up with
the mowing and weed whipping.
The Director of PW has weeded and taken care of some of the MNDOT planting
maintenance. The seasonal employee has finished most of the weeding the MNDOT
beds.
The PW department has purchased and a trailer to aid in volunteer watering for projects
throughout the community. The Dir. of PW has drafted an amendment to the volunteer
form to cover the liability concerns for the trailer use. Ken has the draft for review.
Lilleskogen:
The new Story board signs are installed. The Friends of Scandia Parks and Trails have
been busy in their parking lot corner weeding. The Seasonal staff is done weeding the
infiltration bay / rain garden. The Dir. of PW also started to establish the new pathway in
the park on the east side to avoid the wet area on the east side of the park. There is a
large fallen tree in the area that has now been moved to make further progress. The Dir.
of PW is checking with the watershed district to see if a culvert is an option for
Lilleskogen where the two wetlands connect. (bridge consideration area) It would save
time and resources.
Wayne Erickson Lighted Ballfield:
There was a tournament held at the field the last weekend of June. The Men's fast pitch
softball event went very well and there were many compliments on the field and the
grounds. Christina, PW staff, and myself spend time and energy on the grounds to help
the event be successful. Big thank you to the staff. The Early Bird project for the park
area has moved forward and PW will assist Olivia as needed.
PW staff is in the process of assembling the two-tier bleacher set for the ballpark. With
the Covid 19 outbreak and the canceling of ballgames the assembly became a lower
priority.
The Forest Lake Youth Baseball group has taken to using the field regularly. They are
following the social distancing guidelines and checking temperatures.
Warmina House / Rinks:
The information board is up at the warming house and the map of Scandia is ready for
display in the cabinet. The City has been contacted by several companies wanting to
advertise in the rink. Staff has put together a sample agreement for the advertising. Ken
and Terri with the PRC have a copy of the document for review. The City Council and
the City Attorney should see it soon.
Hay Lake & Monument:
The City has a volunteer for weeding the Swedish Monument area. PW staff is providing
a container for her to deposit the weeds. She will be notifying the PW Director each time
she is weeding and will keep the volunteer sheet up to date. The Early Bird project by
Olivia and the 4H are moving forward for this site as well. PW staff will be aiding in the
removal of the vegetation. Dan Lee has volunteered to do the tilling.
The Lions are asking to have the PW Director get quotes for having a sidewalk installed
at the Hay Lake shelter to connect the parking lot to the shelter. The funding has been
approved by the Lions. If there are any concerns by the PRC, it should be discussed at
the next meeting. The Dir. of PW has no concerns.
Wind in the Pines: (WIP)
There is a volunteer for the WIP park that will be heading back branches and brush
encroaching on the pathways. He will follow the volunteer policy as well.
Other:
