Re: Taco Daze Ball Game, Special Event Permit
Background:
Chiko's has applied for a Special Event Permit for a ballgame with the Washington County
Historical Society at the Wayne Erickson Ballfield on September 11, 2015, under the provisions of
Ordinance No. 115.
Issue:
Should the Council approve a Special Event Permit for Chiko's Ball Game on September 11,
2015?
Proposal Details:
A ball game between the Scandia Women's Team and Washington County Historical Society is
planned for September 11, 2015 (Friday of Taco Daze weekend) at the Wayne Erickson
Ballfield. The event is expected to draw at least 100 u, includes the sale of food and beer by
Chiko's, and would have extended hours until l 1p.m. Staff previously approved a Park User
Permit for the extended hours, however the scope of the event has expanded since that approval
in February so a Special Event permit is needed.
A copy of the application for the special event permit is included in your packet. Since this is the
first time this event is being held, staff has requested the applicant and/or representatives beer
present at the meeting for questions. Items for discussion include but are not limited to whether
there will be any entertainment involving amplified music, need for additional portable toilets,
trash/recycling and event clean up, and temporary structures.
Fiscal Impact:
$25 fee
Options:
1) Approve the Special Event Permit for Chiko's for September 11, 2015 Ball Game with
the following conditions:
The event shall be held as described in the application received on August 10,
2015 or as approved by the Council at the August 18, 2015 meeting.
Payment of $25 fee and signed application.
Sale of alcoholic beverages shall be as approved by the Temporary License for
the beer sales at the Wayne Erickson Ballfield.
Any vendors present on the site shall possess a sales and use tax permit if required
by Minnesota law.
All food service shall meet any applicable requirements of the Washington
County Health Department.
The location of any tents, stakes, signs etc. shall be approved in advance by the
City's Public Works Director. Event organizers shall request any utility locates
that may be required.
Event signage must first obtain a community event signage permit from the
Deputy Clerk and may not be posted more than 10 days before the event.
Event organizers shall provide trash containers and remove and properly dispose
of all waste on the day of the event.
The applicant shall provide a Workers Compensation Certificate of Compliance.
2) Amend conditions listed above and then approve.
3) Do not approve the request for a Special Event Permit.
