3. Staff Report-Budget UpdatesSCANDIA Staff Repovt Date of Meeting: August 19, 2015 To: City Council From: Kristina Handt, Administrator Re: 2016 Budget Changes from 8/11 Meeting Background: At the budget meeting on August 11', the Council directed staff to remove the $2,000 for the wetland restoration at Lilleskogen and had some questions related to the dump truck replacement and police services. Updates: The elimination of the general tax levy for the wetland restoration has lowered the proposed levy increase for 2016 to $40,362 or 1.82%. The spreadsheets impacted by this change have been included in your packet. You should still reference the link from the last meeting for other areas of the budget. I have not received a cost estimate from the Sheriff's Office yet for a DARE officer as Cmdr. Mueller is on vacation but I will check with him again next week before our meeting. The current contract with the Sheriff's Office requires a 180 day notice to terminate. So I would recommend not reducing the 2016 police expenses by more than half kif at all) unless the Council is prepared to make a decision before final adoption of the budget in December. Additionally, placing the question on the ballot is not an option. There is no statutory authority to do so. State law limits the types of election ballot questions allowed. A summary can be found in the LMC memo included in your packet. Lastly, Marine Elementary does not have the DARE program. Public Works Director Dave Williams will have info on the 2002 Sterling Dump Truck to share with you at the meeting. Staff recommendation remains to plan for replacement in 2016. Pushing it off a year or more will only increase the net cost to the taxpayer.
