Public Works Staff Report – July 2020
Roads and Right – of – way
Roads:
Patching will continue on larger areas that need sawing and removal. On 232nd there is a
very large problem with muskrats undermining the road. Staff will be getting quotes for
repairs recommended by the City Engineer.
The overlay of Maxwill is completed and the PW and Fire parking lot is resurfaced. The
week of August 10th the micro surfacing is scheduled to occur on 202nd and the 2nd
application of dust control will occur on the south gravel roads weather permitting. Cedar
Cliff has opted out of their second application of dust control.
A beaver damming off a culvert on 240th has kept PW busy each morning with daily
removals beginning 8-3-20. The culvert is the only outlet for Sea Lake. As off 8-12-20 the
beaver activity had ended.
There were three more trees that needed removal from the roadways. Additional dust
control was added to segments of 185th and Oak Green to help with the dust. Some minor
wash boarding was addressed on Pilar just off Olinda, on Quint, and on 197th (Dinosaur
Hill).
Sewer – Water:
Bliss /AE 201 system:
Work on flow checks for the drain field trenches and adding treatment to the system to
break down nitrogen has begun. Depressions in the ground along the east fence line of
the drain field site were filled and the fence posts raised back up to a level position. One
tree that had fallen on the fence was removed.
The check valve in the Bliss Addition at 18633 Langly Ct. was replaced and a new cover
for the pump tank was installed to prevent I&I. The new cover is driveway rated since it
is one of the few pump tanks allowed in a driveway.
The FEMA funds, for the pump that failed at lift station #2 in 2019 and for the automated
valves that failed in the pump pits have been approved. The funds should be coming
soon. The Dir. of PW will be working on setting up contractors, getting quotes, and
preparing proposals for the council when the funds are secured.
Uptown sewer:
During the smoke testing done by MRWA there were some discoveries. There was one
open pipe to the system, two incoming water sources due to inadvertent water running
from buildings, and the pump meters at the lift station were not counting the pump run
times accurately.
The tank pumps were shut off temporarily to allow the tank to fill to the appropriate
depth. With pumps on timers, there is no automatic adjustment to less use of the
system. The tank was dropping naturally as the use declined during the covid19
pandemic. The pump on/ off times have now been set to reflect the use at this time and
the pump timers replaced.
Parks:
General:
The PW department purchased the approved trailer to aid in volunteer watering for
projects throughout the community. It should be ready for use by 8-15-20. A proposed
amendment to the volunteer policy to cover the use of the trailer has been submitted to
administration for review. It was reviewed by the PRC at their last meeting, and Admin.
is having the attorney review the document as well.
The second set of bleachers is being assembled. The final stage of assembly will need
to occur on site so staff will wait until the youth baseball players are done for the season
before proceeding.
Lilleskogen:
The Friends of Scandia Parks and Trails added plants to their corner of the parking lot.
The plants were added to the site by additional youth volunteers from the Forest Lake
Highschool. Staff has met with the watershed district representative to review placing
culverts in the park instead of a bridge would be an option. Ryan Goodman is
calculating the culvert size needed.
Wayne Erickson Lighted Ballfield:
The FLYBA (Forest Lake Youth Baseball Assoc.) has been using the field on a regular
basis. Staff has received positive feedback about the accommodations.
The area for the 4H project has been sprayed and is ready for the project. Staff met on
site with Olivia to review planting best practices and bed edging techniques to help
ensure the mulch stays in place during mowing ma intenance.
Warming House / Rinks:
Staff has submitted a proposed form to use for advertising on rink boards and on the
ballfield fences to the administration for review. It has been reviewed by PRC and is
also being reviewed the City Attorney.
Hay Lake & Monument:
The area approved at Hay Lake for the 4H project has been sprayed and is ready for
the project. The Lions Club proposed to have a sidewalk extending from the parking lot
to the shelter installed for ADA purposes. PW staff will proceed if the donation and
project is approved by the City Council.
WIP
Our volunteer for WIP has been making progress on heading back the brush along the
pathways and has installed several more informal log steps.
Goose Lake:
The dock was pulled up to higher ground due the lake rising.
