The mission of this 501(c) (3) organization is to provide relief and recreation to military veterans and their families as part
of the continuous reintegration process. The Disabled Veterans Rest Camp Board of Director, the administering
organization, and Veterans Campground on Big Marine Lake staff seek out military members and veterans dealing with
reintegration issues, such as post-traumatic stress disorder, as well as their families to offer them rest and recovery
through various outdoor recreational activities. Veterans Campground on Big Marine Lake provides many outdoor
experiences to include camping, swimming, boating, softball, volleyball, horseshoes, and fishing for the families of military
veterans. Additionally, because children are missing a parent due to a military deployment, and sometimes it is their only
parent deployed, they do not have the same opportunities for outdoor and land stewardship activities. Veterans
Campground on Big Marine Lake strives to reach out to those children to provide enjoyable outdoor activities. Also,
groups such as Gone Fishing of South Washington County are recipients of various outdoor programs that the camp
hosts, along with the numerous veteran service organizations, patients of the VA hospital, and residence of the Veterans
Home in Hastings, Minnesota. This is all possible due to accessibility of the camp for handicapped and disabled guests.
This camp reaches out to all ages, races, and abilities, as service to our nation and disabilities affect without
discrimination.

The Disabled Veterans Rest Camp (DVRC) is an existing camp facility on 69 acres located near the Southwest corner of
Big Marine Lake in northern Washington County. Access to the property is via a private road located just north of the
intersection of Lomond Trail North and County Road 15/Manning Trail.
This Planned Unit Development application outlines future development plans for the DVRC. The application follows S.F.
No 467, 4th Engrossment - 84th Legislative Session (2005-2006) in which improvements to this property are to be allowed
under the terms of a Planned Unit Development. All property adjoining the DVRC property is part of Washington County
Big Marine Park Reserve, currently in the stage of acquisition and early -development.
The Disabled Veterans Rest Camp has been in continuous operation since the property was purchased in 1926, providing
camping, boating and recreational activities for veterans. The DVRC has established an objective in their policies that the
camp shall provide a restful environment to the Disabled Veterans of the United States Armed Forces" The camp had
over 27800+ visitors in the year 2018, Including veterans, their guests and families.
The existing camp includes a year-round manager's residence, administrative office, canteen building, storage garage,
maintenance shop, 12 duplex cabins, 12 single cabins, 2 pavilions, 2 shower houses, along with some smaller utility
structures. The site is currently licensed for 156 independent RV camp sites (with water and electric hook-ups) and 15
dependent tent sites (sites with no water/15 amp electric) The lakeshore includes a beach area, boat landing and dock,
fishing pier, and four boat slip docks accommodating 90 boats. The road surface from Manning -Hwy 15 into the camp
parking field is gravel, as are most of the roads within the camp. Grassy shoulders adjoining the roads are used on
occasion for overflow parking during special events. The trails around camp are mostly dirt, with some wood chip areas.
There is existing power to the site via overhead lines. Existing buildings are serviced by a series of wells and septic
systems. Much of the site is heavily wooded, with some open recreational fields near the center and several trail systems.
Proposed development of the site is planned to take place over the next 10-20 years. Some of the new structures
proposed include gated camp entrance, new manager's residence to replace existing residence, 3 year round Duplex
Cabins, SW Shower/Toilet/Shelter Building, and a beach pavilion. Under long range plans, a new Lodge Building will
replace the existing Canteen.
In the Proposed New Construction Program Summary following this introduction, existing and proposed new construction
and development are outlined in greater detail.
Priorities and Phasing -of Proposed New Development/Upgrades
Items 1 and 2 are planned to start as soon as possible, ideally in 2020. Other improvements are not currently scheduled,
but will follow as funding allows. Appropriate priorities and descriptions are given below; available funding could affect the
priorities.
