9.f) Staff Report-LUCAS PurchaseSCA \ DI A Staff Report Date of Meeting: September 15, 2015 To: City Council From: Brenda Eklund, Deputy Clerk Re: Purchase of an Automated Chest Compression Device for the Fire Department Background: Fire Chief Hinz is proposing the purchase of an automated chest compression device for the Fire Department. This lifesaving equipment, known as a LUCAS device, was provided by the Lakeview Ambulance prior to their departure from Scandia. The City's Purchasing Policy requires that all purchases costing more than $5,000 and less than $50,000 must be pre - authorized by the City Council. Issue: Should the Council approve the purchase of an automated chest compression device for the Fire Department? Proposal Details: The LUCAS device, an automated CPR machine, is manufactured and distributed by a single supplier and would be purchased off the state's contract. Chief Hinz received a purchase quote of $16,618.83 from Physio-Control. Donations received by the Fire Relief Association and the Scandia-Marine Lions Club total $12,618.83 towards the purchase of the device. The remainder of the purchase price, $4,000, would come from the fire department's equipment budget which has a year to date balance of $9,979.63. Fiscal Impact: Most of the purchase of the equipment would be offset by donations, with an expenditure of $4,000 from the fire department's budget. As the equipment will be considered a capital purchase due to its valuation, an interdepartmental transfer of funds from the fire department's equipment line item to the capital line item will be presented at a future meeting. Options: 1) Authorize the purchase of a LUCAS Chest Compression Device. 2) Do not authorize the purchase of a LUCAS Chest Compression Device. Recommendation: Option 1.
