Dear Ms. Buss:
Thank you for the opportunity to comment on the request for the variance noted above.
The proposal is the construction of a 40' x 56' horse barn within the 100 foot side setback
on a large lot at 20575 St. Croix Trail North in Scandia. I walked the property with the
owner on Monday, October 5a'.
Neither the proposal itself nor the request for variance is subject to the CMSCWD
Watershed Rules and so will not require a District permit. Since the 12 acre property is a
large land -locked basin, there is very little risk of stormwater runoff caring manure
beyond the property itself. If the City feels the necessity to mitigate this small risk, I
would suggest requirements for a vegetative buffer from the edge of the existing storm
water pond to the exclusion fence line surrounding the storm water pond as well as a
manure management plan.
