Internet Expansion Definitions
Parcel: A division of land recorded at the County. At this time, there are 2,942
“parcels” in Scandia.
Scandia: All the “parcels” laying within the geographic boundary of the City of
Scandia, Minnesota.
Street Address: A “parcel” that has been assigned a number by the US Postal Service. This
typically happens when a permit to develop a “parcel” is applied for. As
such many “parcels” do not have addresses.
Unit: When multiple tenant locations exist at a unique “street address”, each
tenant location is referred to as a “unit” and given a distinct designation.
When a single tenant location exists at a “street address”, no “unit”
designation is assigned. However, for the purpose of this definition it is
counted as a “unit” too. At this time there are 1,911 “units” in Scandia.
Passing: Any “parcel” where internet services are run in the street and services
either are, or could be, installed.
Available: Any “unit” where internet services are installed but not actively being
consumed.
Customer: Any “unit” where internet services are “available” and actively being
consumed.
Take Rate: A number, expressed as a percentage, derived by dividing the number of
“customers” by the number of “available” in an area.
Served: Any “unit” where wired internet services capable of delivering 100 Mbps
download and 20 Mbps upload speeds, or faster, are available.
Unserved: Any “unit” where wired internet services are not available, or speeds less
than 25 Mbps download and 3 Mbps upload are only available.
Underserved: Any “unit” that is not “served” or “unserved”.
