Memorandum of Understanding for the Scandia Internet Expansion Partnership
WHEREAS The City of Scandia (hereafter referred to as Scandia) is a community where half of the residents and business
do not have access to reliable, cost-effective, high speed internet;
AND WHEREAS Scandia has established a goal to ensure every home and business has access to reliable, cost-effective,
high speed internet by the end of 2024;
AND WHEREAS Scandia partnered with Midcontinent Communications (hereafter referred to as MidCo) on a 2019 MN
DEED Border to Border Broadband Grant;
AND WHEREAS MidCo was awarded the grant and is currently in the construction phase of the expansion and
anticipates delivering services to all of the expansion areas by the end of 2020;
AND WHEREAS Scandia seeks to continue expanding internet services using MidCo as their partner of choice;
AND WHEREAS Scandia needs to understand where high speed internet service is available and where it is not available
in order to achieve the goal of providing service to everyone;
AND WHEREAS MidCo need to protect the company and customer confidential information it has;
NOW THERFORE BE IT RESOLVED
MidCo agrees to stay engaged with Scandia and will diligently work with Scandia to accomplish the stated goal of
ensuring every home and business has access to reliable, cost-effective, high speed internet by the end of 2024
Within 30 days of signing, Scandia will provide MidCo a dataset containing a complete set of parcel level data that is
publically available from Washington County;
Within 60 days of signing, MidCo will provide Scandia with a complete list of parcels where MidCo services are, or are
planned to be, available by the end of 2020.
Annually, but no later than June 1 of each year, MidCo will deliver to Scandia a complete list of parcels where MidCo
plans to expand services, based on the funding commitments they have received;
All dataset updates will include a designation of the year in which each parcel received, or is anticipated to receive,
access to internet service and the maximum upload and download speed of that service. For the purpose of this
agreement, any parcel having access to MidCo services prior to 2020 may have the year designated as 2019;
Annually, but no later than June 1 of each year, MidCo will deliver a report to Scandia with the number of parcels where
internet is available, and the percentage of customers broken down by plan speed
