I appreciate the proposed storm water plan proposed by the City and have 2 comments:
• I support the proposed plan as it should prevent flooding at the 19169 Layton Ave
property, as well as other properties.
• The taxpayers on Layton Ave should not have to pay for this project as the problem did
not exist prior to the construction of the new house at 19107 Layton. The home
construction was not properly elevated and planned for storm water run -off. The
construction of 19107 Layton created the storm water drainage and flooding issues.

I’ll be out of town for the September 15th meeting.
I shared my thoughts on this project at the last meeting. I support the Option 1 plan but don’t
think the property owners on Layton Ave should be billed for the improvement.
We did not create this problem that started after the new house was built at 19107 Layton.
Last the bid that was put together for the project seems very high and should be put out for
more bids. I’m hoping this project moves forward this fall.

To the Scandia City Council hearing of Sep. 15. Please add my comments to hearing
I live at 19169 Layton Ave. I see option 1 is the ONLY TRUE improvement to the drainage issues for
everyone along Layton Avenue. This option manages where the storm water goes. Using exciting ditches
and culvert system to elevate issues.
Option 2 does not consider were these flood waters go. The residents down hill from addresses 19091
and 19123.Will suffer the effects of a curb built only in front of these two addresses. A curb would only
funnel added storm waters to other resident down hill all ready dealing with poor drainage.This is no way
a improvement to them please council protect all residents equally . Even temperately adding more storm
water to these properties is a out rage.
Here are some pictures of the Layton Ave neighborhood from 1975 storm waters brings back bad
memories .Thought council might want some history?
