Re: Fire Station HVAC replacement
Background:
The fire station was built in 2000 and the HVAC was estimated to have a 20 year life span. The 2020 CIP has
$25,000 allocated to this replacement. At the end of last year we had issues with the 3 tube heaters in the truck
bay and had to switch to the small make up heaters for the remainder of the season. We were told that they
needed to be replaced and since they are on the CIP we managed with the backup heaters. We also have 1 ac
unit that is leaking and requires a $400 recharge every year.
The fire station has 3 radiant tube heaters in the truck bay, 3 forced air makeup heaters in the truck bay, 1 air
exchanger in the bay and 3 forced air furnaces with AC that supply the remainder of the area (upstairs, Training
area, offices, and utility rooms). The air exchanger and make-up heaters are used on a very limited basses.
After working with both vendors we feel that replacement as proposed is the best option, even though we are
over budget.
Issue:
Should the city replace the primary HVAC in the fire station?
Proposal Details:
We received 2 quotes to replace the 3 tube heaters, 3 furnaces and service the 3 hanging makeup heaters and air
exchanger (These are not used as often and should last for many more years).
The quotes are
$33,892.00 from Scandia Heating
$30,995.00 from Pfiffner Heating
Fiscal Impact:
The 2020 CIP had $25,000 estimated for this project. Both quotes are higher than estimated. This would require
the city to adjust the CIP to cover the additional cost.
Options:
(1) Direct staff to procced with the low bid from Pfiffner Heating.
(2) Only replace bay radiant heaters
(3) Do nothing this year
Recommendation:
Option (1).
