Upgrades to Information Technology
With CARES Act Funds, staff is preparing to do an upgrade to expand Wi-Fi coverage on the
grounds of the Community Center. The parts of the tennis court, playground, and picnic area on the
east side of the building lack reception to the public network. Arrangements are being made to
complete the modifications necessary to bring reception to this dark zone.
Staff is also investigating the costs and feasibility behind making changes to the large hall to host in
person meetings while continuing to provide a live meeting stream for those who wish to view
meetings remotely. We hope to bring a proposal to the Council soon.
Scandia Heritage Alliance’s Arts and Heritage Center Project
SHA has recently progressed in the project to potentially re-erect the Watertower Barn on the
Community Center grounds. Survey work and an officially approved wetland delineation have
recently been completed. SHA will be concentrating on fund raising to complete the project. The
project will need to address setback requirements related to wetlands on the project site, but are
working with city staff to mitigate this issue.
Code Enforcement Update
Complaint volume related to general nuisances have gone down, with the exception of noise
complaints. The City still has a significant number of citations that are pending a scheduled hearing
with Circuit Court.
Request for New Cable TV Franchise by Frontier
I received a request from Frontier Communications, now operating under its new parent company,
“Reorganized Frontier”. The request has been forwarded to the City Attorney to determine a
proposed Franchise Agreement that maximizes the interests of customers within the City of
Scandia. The Internet Action Committee has recommended that the City attempt to leverage this
agreement to try to get some of the artificial caps on service nodes lifted. The City Attorney and I
will be investigating what options we may have to accomplish this goal.
Union Negotiations Begin this Week
The City will be starting its labor negotiations with the Local 49 Operating Engineers this week. The
unit represents Public Works Staff.
Update on Anderson-Erikson Permitting

Staff had a meeting this week to determine the status of permitting within the Anderson-Erikson
Community Septic System located on the east side of Big Marine Lake. The group determined that
connection permits will only be provided to properties currently served by the system, but only for
structures that have the same number of bedrooms as the structure that is currently on the site. This
policy will remain in place until alterations are made to the system. Staff will also be bringing
forward proposed changes to the sewer ordinances to address capacity issues at an upcoming
workshop meeting.
Deputy Peters will be on Military Leave for the next two weeks. There will be a rotation of deputies
that will cover his absence.
Public Works Director Adam Hawkinson is on extended leave regarding a family matter. Issues and
questions are being answered by myself and department staff.
