Staff developed a form following this policy for immediate use for the three parties who have contacted the office asking to advertise at either the Wayne Erickson Memorial Ball Field or the Wojtowicz Skate Park rink. The PRC has been discussing requesting the current policy to be amended to allow for advertising space for parties who support city events. A recommendation to the city council to amend the current policy is necessary to create a new form with this option. Trail Extension to Ozark Ave N • City Engineer Goodman reported to staff that to collect the required data, prepare construction plans and design drainage plans with the storm water pollution prevention plan, the estimated cost is $8,000. Tax Forfeited Land Clarification • City Council accepted PRC’s recommendation to accept the tax-forfeited parcel (PID 23.032.20.33.0009) with deed restrictions for Parks, Trails and Public Use. The city has indicated to Washington County the intent to request conveyance of this parcel, thus fulfilling the 60-day requirement for notification. Andrea Banazeqski, the Tax Forfeited Land Specialist, has provided additional information. o The city must choose exactly which of the 8 options of authorized public use - #2 discussed by PRC (A park that is both available and accessible by, the public that contains amenities such as campgrounds, playgrounds, athletic fields, trails or shelters.) New Information: Washington County will audit three years from the date of transfer to ensure that the city has followed through. If amenities are not present, the land reverts back to the state for public auction. o If the city does not wish to commit to improvements within 3 years, the purchase price for this lot has been set at $30,000. The city has the option to make this purchase to avoid the restrictions for tax forfeited land conveyances. o If the city wishes to continue the process of conveyance, a resolution from the city council is required. Winter PRC Programs • Katy Herman is not available this year to teach the Learn to Skate program. If PRC requests, she is willing to assist locating a replacement instructor. • Dustin Hegland confirmed that he would facilitate a Pleasure Skate class one day per week in the 6-week period if the city supports this outdoor activity beginning in January 2021. • Bus transportation for Scandia Elementary students has assigned each student to a particular seat on a particular bus for the entire school year. Students are not allowed to any other bus under any circumstance. Students are allowed to be dropped at a different location, under some circumstances and with proper notification, on their designated bus route. DNR Outdoor Recreation Grant Program • 2021 DNR Outdoor Recreation Grant Program. Bone Lake Park or one of our other parks might be great candidates for this opportunity. Guidelines for Wojtowicz Skate Park Advertising Signage Size and Location • Signs should be no bigger than 35” x 8’ (for uniformity). • There is room for 45 advertisers, with room for 20 on the west side, 17 on the east, 5 on the south and 3 on the north. Advertising is not placed on the doors. The advertising will start on the west side of the rink in the center going outward and continue onto the east side if the west fills up. The north and the south would be used last. • Signs stay in-place year-round if the advertiser pays the fees. • If the advertiser would like to change the sign for any reason, such as fading or change in graphic, it can be done at their expense. Vendors • There are 2 preferred vendors: o Gators signs use Styrene sheets that are screwed to the boards with short wood screws between a sheet of plexiglass above the kick plate. o R&R Specialties mounts the ad sticker on the plexiglass. Installers fasten it to the boards between the kick plate and the board cap. There are different means of fastening used by different rink owners. Advertisers • Preferred advertisers are merchants, but any regular business may advertise. • Ads will be approved by the City Administrator. • The advertiser would contact the City where they would be directed to the website with all the information that they would need and the application and diagram of available spots at the rink. Once they have filled out the application, submitted the ad concept, and made payment, the City Administrator would approve the ad. • A diagram of the hockey rink to show availability and location of business signs would be maintained at the City. Cost • Advertisers will be charged $200 per year, or $500 for a 3-year period, and any costs to create the sign. • City staff will contact the advertisers to renew their advertising space at the rate of $200 per year, or $500 for a three-year period, or the signs would be removed. • All funds will go back to support the Wojtowicz skate park. Marketing • Information is available on the City website and newsletter. • Additional advertising includes The Country Messenger or Forest Lake Times. Future Considerations • Advertising on the Zamboni. • Parks and Recreation Committee members can do initial reach-out to local advertisers and current advertisers at the lighted ball field. The survey time estimated assumes the work will be completed during normal working conditions (no snow or ice).  Download collected survey points into AutoCAD and verifying the survey information.  Establish a Gopher State One-Call design-locate ticket to identify and map all existing public and private utilities within the corridor. Task 2: Design, Specifications, Statement of Estimated Quantities  We will prepare construction plans that include: o Title sheet, statement of estimated quantities, and quantity tabulations o Miscellaneous construction details, standard plans, and typical sections o Alignment plan, existing conditions, and removal plan o Turf Establishment and erosion control plans o Cross sections  Drainage Design o Preparation of plan sections and documentation to include drainage plans and storm water pollution prevention plan (SWPPP). o We assume that no permanent storm water management is required, but storm water should be collected within turf ditches and buffers as best as practical. Estimated Costs for Scope of work above: Task 1 - $3,200 Task 2 - $4,800 (*note if specifications/contracts are not needed at this time that would reduce Task 2 by $1,000) The following items have not been included in scope of the work or not anticipated they will be needed:  Right-of-way acquisition, permanent or temporary.  Wetland services.  No Soil borings will be taken at this time.  Project Memorandum/Environmental Report, Historical/Archeological Review, and Threatened and Endangered Species Review.  (Wayfinding signs, landscaping, lighting, benches, etc.) Amenities will not be included in the plans or specifications.  Permits will not be obtained at this time.  Public Outreach meetings will not be held with this short section of trail. 2 Thanks, Ryan J Goodman P.E. Ryan, Could you give me a ballpark estimate on preliminary engineering for a trail connection to the engineered portion of the Gateway along the City’s 33 foot property connecting to Ozark Avenue N? The Park and Recreation Committee is interested in seeing if it would be feasible to pay to engineer this. Do you think we could get some DNR money for this?
