PO Box 128, Scandia, Minnesota 55073 Phone (651) 433 -2274 Fax (651) 433 -5112 http://www.ci.scandia.mn.us Memorandum Date: October 2, 2020 To: Honorable Mayor and City Council Members From: Ken Cammilleri, City Administrator Re: Step Increase, Stignani Background: Under the City’s Compensation policy, each year on an employee’s anniversary date following a satisfactory performance review and with approval by the City Council, the employee is eligible to receive a step increase. Brenda Stignani began employment with the City of Scandia on September 17, 2019 at a rate of $16.10/hour, and has completed her 1st year of service to the City of Scandia. Issue: Should the City Council approve the step increase for Office Assistant/Parks and Recreation Coordinator Brenda Stignani? Proposal Details: Based on the updated pay plan adopted by the City Council on April 21, 2020, employee’s wages will move to the first step within their respective grade on the employee’s anniversary date of hire. The Office Assistant is a Grade 4 position with a wage of $16.65/hour at Step 1 of the new pay schedule. I recommend Stignani receive a step increase to Step 1 ($16.65/hr.) retroactive to her anniversary date. Options: 1) Approve the step increase effective September 17, 2020 2) Do not approve the step increase Recommendation: Option 1. 14727 209 th St. N. This is the result of a variety of factors including increased calls for city services, growth in permit activity, and shifting operational changes including the introduction of new committees and programming. Issue: Should the City Council approve the moving the Office Assistant/Parks and Recreation Coordinator’s position from 19 hours a week (or 980hrs in a calendar year) to 32 hours per week or 1664 in a calendar year starting December 1st of 2020? Increasing these hours will make this position benefits eligible based on the City’s Personnel Manual. Proposal Details: The cost of implementing this change in total compensation, including benefits fits within both next year’s preliminary budget the budget remaining part of the year. Recommendation: I recommend approval of increasing the hours of this position. Options: 1) Approve the increase of hours for the Office Assistant/Park and Recreation Coordinator 2) Do not approve the Increase.
