As you know, I asked the Scandia-Marine Lions Club for its support of the car parade to help with prize money and treats for all parade participants. The Contributions Review Committee unanimously supported funding this event, especially because community-wide events since March have been canceled (e.g., Chicken Dinner, Fat Cat, Taco Days, Community Breakfast). These have been major events that: (1) raised funds for the Lions' programs (local and global), (2) provided a way for the community to get together and have fun, (3) boosted tourism efforts in Scandia with people coming from all over the metro area (and further) to attend the events, and (4) gave the Lions a way to collect food for the food shelf at Elim Lutheran Church, glasses for its vision program, and donations to help people in need in Scandia and Marine. Scandia Fire & Rescue has committed to having at least one truck in the parade to lead it off, the Washington County Sheriff will have 1-2 squads here to help with blocking off roads during the parade, and Scandia Elementary School/Forest Lake Area Schools has given permission to use their parking lot as an exit point at the end of the parade (they will unlock the driveway on the east side of the lot so we have access to it). I would like to encourage the City of Scandia to help support the Halloween Car Parade and put Scandia on the map this holiday season. There is nothing major happening around the metro area like this. In fact, Anoka (which is known for its Halloween activities) does not have a parade this year. It is dividing it up between locations and people can drive by whatever they end up doing (they still do not know). So, the Halloween Car Parade in Scandia may be the place to be on Halloween! Would the City of Scandia consider funding the following costs of the Halloween Car Parade? The ones below would create awareness about the event, make the City and parade route more festive, ensure everyone who is participating in the car parade gets a "thank you" treat bag for participating in the event: ADDITION TO OCTOBER 7, 2020 CITY COUNCIL WORK SESSION 2 | P a g e Decorations to mark the line-up, start of the parade, and turning points along the parade route. 2 balloon columns @ $60 = $120 24 balloon bouquets $15 = $360 Delivery and set-up $150 Total cost = $630 Advertisement in The Country Messenger ½ page or full-page ad. (The deadline for doing a flyer insert in The Country Messenger was October 2nd.) $420 or a 1/2 page ad $840 for a full-page ad Treat bags and prizes for car parade participants. This is the SignupGenius form for ways people can volunteer: https://www.signupgenius.com/go/4090c4fadac29a7f85-halloween This is the parade route that the Washington County Sheriff is mapping out: • Start at 14363 Oren Road North (my home) and line up down the road to the west (the rest of Oren Road and then down 230th past the Moody's farm). It isn't a high -traffic road and people could line up to one side and decorate their vehicles. We would start the parade around 1 p.m. • Head east on Oren Road North to Olinda Trail North. Take a right (south). • Go to 220th and take a left (east). • Go to Pomeroy and take a right (south). • At Highway 97, take a right (west). • At Parrish Road North, take a right (north) and go to Olinda Trail. • Take a left (south) onto Olinda Trail and then take a right (west) onto Olinda Lane. • Follow Olinda Lane around until it comes back to Olinda Trail. Take a right (south). • Go on Olinda Trail until Oakhill Road North and take a left (east). • Follow Oakhill Road until Oxboro Avenue North and take a r ight (south). Follow that as it loops around until 197th. Take a left (northeast) onto 197th. • Go until Oxboro Avenue North and take a left (northwest) onto Oakhill Road. • Go on Oakhill Road until 209th and take a left (by the Scandia Community Center) until Olinda Trail. Take a right (north). • Take a left (northwest) to turn back onto Oakhill Road. • Continue on Oakhill Road until the left turn into Scandia Elementary School. Drive through to the parking lot and exit onto Highway 97. *~*~*~*~*~*~*~*~*~*~* The other event I want to share with you and the Scandia City Council is a "Decorate the Community" Contest. Again, I've asked the Lions for its support for prize money. The CRC approved it and the next step is to ask the Board and members if they will support it. For this contest, we would encourage people in Scandia (and possibly Marine and/or Town of May) to decorate their yards or store -fronts in a fun, creative, and unique way that celebrates either Fall or Halloween. There are just a few rules: • The yard or store -front must be either Fall - or Halloween- themed. • The display must not contain adult themes, gore, or political messages. • Decorations may include (but are not limited to): o Yard displays o Front porch displays o Window displays (inside or outside – but must be visible from the road) o Entrance Ways ADDITION TO OCTOBER 7, 2020 CITY COUNCIL WORK SESSION 4 | P a g e • Displays must be up by October 1 st and stay in place until October 31st. People will email me their names, addresses, and what categories their decorations represent (Fall or Halloween). We will create a map with the addresses that show all the homes and businesses participating in the contest. The map will be shared online on multiple local Facebook pages and websites so the community can drive around to see all the decorated yards and businesses. (I could use help with creating the map.) Cash prizes will be awarded to the top 5 winners ($100, $75, $50, and two $25 winners). It would be great to have the City of Scandia help support this contest as well through promotion of it on its Facebook page and website. Also, having some sort of hanging decorations on the light posts along Olinda Trail (north and south of 97) would be a nice touch. There are 3'x5' flags available through Amazon.comthat come in orange, black, and purple (single colors - not all together). They are $5.95 each and it looks like they fit on a standard U.S. flag pole. I'm not sure how many light posts there are in Scandia, but I'd recommend one flag on each post.
