Re: FEMA reimbursement fund use – Lift Stations #2 and #3
Background:
In March of 2019 there were rains and melting conditions that created flooding conditions in
the Bliss Addition area that overwhelmed the 201 Sewer system and in doing so caused one
pump to fail in lift station #2 and a ball valve to break in valve pit at Lift station #3 which caused
it to flood. The flooding of the valve pit caused the three electronic butterfly valves to fail. The
ball valve and the butterfly valves need to be replaced for the system to function properly.
The butterfly valves are the main control for back flow into the pit and are a back up to a failed
ball valve. Back flow into the pump pit skews the flow numbers for the use of the system. The
Funds secured by the Director of Public Works and provided by FEMA, are to be used to restore
this facility back to its pre-disaster design, function and capacity (in-kind) within the existing
footprint. The FEMA contract is included as a separate supplemental document.
Issue:
Repairs need to be completed on the 201 Bliss system and the FEMA funds are now available.
The Director of Public Works seeks approval to proceed.
Proposal Details:
The Director has secured a quote for the project and would save some funds by purchasing the
electronic butterfly valves ourselves. The Director did contact two other firms for quotes but
after repeated attempts requesting a submittal, they did not submit a quote. The one quote
secured is attached.
$5,202.90 for installation
$3,616.56 for valves, cords and connectors.
Fiscal Impact:
$8,819.46 would be the total cost of this project. FEMA funds would be used. PW staff would
calculate funding of the projects to use only those funds. The additional funds would be used fo
the cost of the #2 pump at Lift station #2.
Options:
1.) Allow PW to use the FEMA funds
2.) Return funds to FEMA and pay for repairs out of the 201 budget
