9.d) Staff Report - Culvert ReplacementSCANDIA Staff Report Date: October 20, 2015 To: City Council From: Dave Williams, Director of Public Works Re: Installation of new culvert and bituminous patch Background: At the intersection of Melanie and Meadowbrook Ave. The culvert that runs north and south which rain and spring run-off flows to the south under Melanie to another larger culvert that flows under Meadowbrook Ave. The culvert under Melanie Ave. has deteriorated to the point of complete loss of the culverts function. Water is being diverted around the culvert and is now washing away soil from under the road. I have worked with Roger Rydeen and Roger Lindell to put together a package to have the project completed. Proposal Details: Included in this report, I have also included a proposal from Scandia Trucking. The bid includes two prices. This is for a 15 inch culvert or an 18 inch culvert. I felt that the 15 inch culvert should work effectively. I also put in an estimate to include the bituminous cost that Roger Lindell quoted me. Fiscal Impact: This is one of the main areas of rain and snow accumulation which is diverted to a large wet land across the road. With this culvert not functioning properly, we could see a hazardous situations begin to develop on this road for the neighboring residents. While costs and construction are still at a reasonable level, this is the opportunity to repair the road now.
