6.a4 Draft minutes 11-04-2020 Work Session November 4, 2020 A work session meeting of the Scandia City Council was held on the above date with modifications. Due to the health advisory issued by the State regarding the COVID-19 outbreak, to avoid public gatherings and limit social contact, the meeting was conducted over an electronic platform. All council members and staff who joined the meeting remotely could hear each other and contribute to discussions. City Administrator Cammilleri and Treasurer Colleen Firkus were present in the Council Chambers. Cammilleri was the presenter and displayed the meeting materials for participants to view on their remote screens. Mayor Christine Maefsky called the meeting to order at 6:50 p.m. The following were participants to the meeting: Council members Jerry Cusick, Steve Kronmiller, Chris Ness, Patti Ray and Mayor Christine Maefsky. Staff participating: City Administrator Ken Cammilleri, Fire Chief Mike Hinz, and City Treasurer Colleen Firkus. MINNESOTA CUP HOCKEY TOURNAMENT DISCUSSION Administrator Cammilleri brought to the Council an incomplete Special Event application for the annual Minnesota Cup Hockey Tournament. Corey Roberts addressed the Council with questions about the City’s plans for the rink and warming house this coming season due to COVID-19 issues. Cammilleri indicated the City is working on a COVID plan for the warming house, which has an occupancy of 10, and the rinks, but the plan does not address large special events with spectators. State guidance should be followed when planning any larger events than just the general public accessing the skating rink. The Mayor said the Farmer’s Market were able to control the number of participants to their market, but does not see how that can be applied to the hockey tournament. Roberts asked how many skaters will be allowed on the rink at one time as their event would only have 10 – 8 players and two referees. Cammilleri pointed out it is not the number of people on the rink that is the issue, but the number of spectators and close quarters in the players’ changing area. It was decided that once the City has their skating rink COVID plan in place, then Cammilleri will work with Roberts to see if an acceptable plan for the hockey event can be drafted for Council consideration. Roberts informed the city that the event is planned for January 30, 2021. APPROVAL OF CARES ACT EXPENDITURES AND PAYMENT OF VOUCHERS Treasurer Firkus brought to the Council a report and spreadsheet outlining the current expenditures to date that can be applied to the CARES Act grant. It was noted that guidelines have recently changed and it is no longer necessary to document specific duties related to COVID-19 for public safety employees. For Scandia this would include a portion of the deputy’s contract as well as all firefighter wages for the period of March 1 to November 15, 2020. Ray, seconded by Ness, moved to approve expenditures of $241,721.98 for CARES Act grant reimbursement and directed staff to apply any balance of the $311,080 received to public safety wages. Motion carried 5-0 by roll call vote. Kronmiller, seconded by Ray, moved to add Approval of Audit Services to the agenda. Motion carried 5-0 by roll call vote. November 4, 2020 Scandia City Council Page 2 of 2 AUDIT SERVICES PROPOSALS Treasurer Firkus brought two audit proposals to the Council asking for approval to retain a firm for the 2020 audit, or a three year contract. Ray, seconded by Ray, moved to approve Schlenner Wenner for a one-year contract for the 2020 audit for $20,200. Motion carried 5-0 by roll call vote. At 7:33 Kronmiller, seconded by Ray, moved to close the regular meeting for a Closed Session to discuss pending litigation subject to attorney-client privilege regarding the matter of Curtis J. Peterson and Patricia L. Peterson vs. City of Scandia. ADJOURNMENT Ness, seconded by Ray, moved to adjourn the meeting. Motion carried 5-0 by roll call vote.
