Re: Liquor License Renewal
Background:
Chapter 110 of the City’s Code of Ordinances regulates liquor licensing within the City of
Scandia. The Washington County Sheriff’s Department conducts compliance checks and reviews
license applications on behalf of the City. Six businesses in Scandia have liquor licenses which
expire on December 31, 2020.
Issue:
Should renewal of AJL Enterprises Inc. liquor license be approved?
Proposal Details:
AJL Enterprises Inc, dba Scandia Olde Towne Liquor (Off-Sale) has submitted the license
renewal for 2021. The application is in conformance with the requirements of the City’s liquor
ordinance. License fees have been paid and the certificate of insurance for liquor liability has
been received. The Sheriff’s Department is in the process of completing the required
investigation and sign-off on the application. There were compliance check failures at Scandia
Olde Towne Liquor in July 2018 and in December 2019. The City conducted the public hearings
on the violations which resulted in civil penalties and license suspensions. The business will
have its license suspended on December 25-27, 2020 for the violation which occurred last
December.
Options:
1) Approve the renewal of the 2021 liquor license for Scandia Olde Towne Liquor (Off-
Sale) conditioned on the Sheriff’s Department approval.
2) Delay action on the liquor license renewal.
3) Do not approve the liquor license renewal.
Recommendation:
Option 1.
