CARNELIAN -MARINE -ST. CROIX WATERSHED DISTRICT
PERMIT 20-021
1. Description – The proposed project entails expanding an existing cabin into a year-round
residence, and constructing a new driveway and garage at 18590 Norell Ave N, resulting in
1,328 SF of new impervious surface for a total of 4,949 SF (24.97%) of impervious on site.
2. Stormwater Management – Based on the amount of new impervious surface, 199 CF of
stormwater storage is required. The proposed stormwater management plan includes a turf
infiltration area covering approximately 1,100 SF, with 440 CF of storage satisfying District
stormwater management criteria. This turf area will be amended with 2-inches of compost
tilled 6-inches deep. The proposed driveway and cabin additions are noted to be sloped to
direct runoff to this infiltration area. A proposed berm (944.0) along the south property line
directs runoff to Big Marine Lake away from the adjacent lot.
3. Erosion & Sediment Control – An acceptable erosion and sediment control plan has been
provided.
4. Buffers – In order to implement the proposed plan, Scandia would need to approve a
variance from its shoreland ordinance for shoreline setback therefore the District’s Buffer Rule
applies. Big Marine Lake is a Groundwater-Dependent Natural Resource, requiring a 100-foot
buffer. However, Rule 4.9.4 (exception for nonconforming setback) reduces buffer width to a
minimum of 10-feet (50% of the existing distance between the structure and the OHWL
(942.2)). If the variance is approved by Scandia, the District will require a buffer and recorded
buffer declaration. The proposed lake buffer area on the Certificate of Survey satisfies District
Rules.
5. Floodplain – The lowest proposed low floor elevation (new garage; 944.9) meets District 2-
foot separation from the 100-year flood elevation of Big Marine Lake (942.5).
6. Wetlands – Big Marine Lake is considered a Manage 2 wetland. No proposed activities
disturb the wetland; District Rule 8.0 does not apply.
The CMSCWD Board conditionally approved this application at their August 12, 2020 Board meeting.
The Board reserves the right to review and revise these special provisions as circumstances may require. This permit may be
suspended for failure to comply with the above stated provisions. Notification to the Board is required upon project
completion. Please reference the above application number.
