Re: Log House Landing Boat Ramp
Background:
At the June meeting, Council gave staff the go ahead to apply for a DNR waters permit and work
with the Carnelian Marine St. Croix Watershed regarding donated DNR planks at Log House
Landing. The DNR permit has been submitted. After further research by the watershed district,
the scope of the project has changed. In your packet are a memo, site plan, and cost estimate
prepared by the watershed district. We have also received an updated agreement from the DNR
(pending permit approvals and Council approval) which is include just as a point of reference for
now.
Issue:
Should the Council approve moving forward with the revised boat ramp proposal? What cost
share, if any, is expected between the City and watershed district?
Proposal Details:
The detailed proposal from the watershed is included in your packet. Representatives from the
watershed district will be at the meeting to discuss it further.
One of the most significant changes since the discussion in June is the addition of the concrete
area. The City Engineer would suggest soil borings be completed in order to determine if the
soils could support the concrete structure. There is also concern about the concrete moving and
cracking over time. The watershed engineer indicates his research supports concrete as the best
option. Further explanation should be provided to answer these concerns. Quantities of
aggregate also need to be confirmed in the cost estimate to assure it includes all locations -under
concrete slab, around planks, etc. Additionally, staff would amend the cost estimates to include
cost for soil borings as well as traffic control as the concrete requires 7 days to cure so the launch
area would need to be closed for that period of time. Lastly, the City Engineer recommends the
draintile proposed under the boulder retaining wall be a stronger grade of PVC and cleanouts
installed versus the proposed HDPE pipe material to ensure the pipe isn't crushed or squeezed
over time.
At their November 4th meeting, the Planning Commission is recommending the boat ramp
improvements be added to the CIP for 2016 at a cost of $40,000. Funds would come half from
the Capital Improvement Fund and half from the Car Mar Watershed District.
Fiscal Impact:
The costs have increased significantly from the $5,000 estimate discussed in June. City staff
would estimate a total project cost around $40,000 or more when including the items mentioned
above and fully engineered plans.
Next Steps:
After discussion with watershed, provide direction to staff (what further information is needed?
Does the council want to continue down this path? What changes, if any, would be necessary for
Council support?)
