Ice Rink AdvertisingScandia Tourism Committee Minutes November 10, 2020 - 9:00 am Signage: Wojtowicz Skate Park Rink Advertisement – Gorham presented the need for PRC to have advertisements approved by TC to move forward on applications received. Cammilleri clarified the question before TC is twofold, first to distinguish if TC supports advertisements displayed on the interior of the Wojtowicz skate rink and second, if there are more requirements necessary beyond the established dimensions in the current policy for rink advertisements. Maefsky provided history to the situation and the committee discussion concluded that they did not support recommending advertisements being located in the Wojtowicz Skate Park. Therefore, no further discussion on was needed to consider amending the current policy. Motion by Libby, seconded by Porubcansky, to recommend City Council advertisements be prohibited at the Wojtowicz Skate Park rink to preserve the cultural Swedish heritage look that is developing in the Village Core. Motion carried unanimously. May 15, 2018 City Council Minutes: Hockey Rink Signage PRC Chair Gorham summarized the Committee’s recommendation to solicit businesses for the sale of advertisement panels inside the boards of the skating rink. Guidelines were presented for size, location, cost and final approval of the design by the City Administrator. The Committee favored allowing the businesses to use their own logos and colors rather than a standard design. Mayor Maefsky stated her disagreement to the proposal with the position that the lower Village Center should maintain the clean, simple look due to its location adjacent to the Gammelgarden Museum, and that the signs would add visual clutter and distract from the unique Swedish heritage appearance of Scandia. She said it’s not worth the revenue to commercialize this area of Scandia and is a disservice to the community’s desire to have an identity goal. Council member Hegland countered that the PRC is trying to start a program common on most skating rinks that could benefit local businesses; the program should be given a chance. Council member Schneider said the PRC worked a long time on the proposal. He said signs inside the rink wouldn’t be seen as one drives by and would have low impact. Council member Kronmiller preferred the ads be limited to two colors, but suggested placement of signage on the east side be eliminated as a compromise. Gorham agreed that the guidelines could be amended to fill in the 20 spots for ads on west side of the rink first and to move out to the south and north if needed, with no ads being placed on the east side of the rink that could be visible from Olinda Trail. Schneider, seconded by Kronmiller, moved to approve the guidelines for the Wojtowicz skate park signage as amended to fill the west side of the rink with the first 20 advertisers. The motion carried 4-1, with Maefsky opposed. May 7, 2018 SPRC Minutes: Hockey Rink Signage Van Abel reported Jeni O’Brien was unable to commit to designing a template for hockey rink signage. Committee members agreed to propose the signage guidelines as originally presented to the City Council. Motion by Hegland, seconded by Lee, to recommended hockey rink signage guidelines as proposed at the January 16, 2018 City Council meeting. The motion carried 5-0. April 2, 2018 SPRC Minutes: Hockey Rink Signage Van Abel reported she has not received a response from Jeni O’Brien. Committee members agreed to place this topic on the May meeting agenda. March 13, 2018 SPRC Minutes: Hockey Signage Van Abel reported she has received a mock-up of potential hockey signage from Jeni O’Brien. Van Abel will share this at the April 2 PRC meeting. February 5, 2018 SPRC Minutes: Chair Report Gorham reported discussion regarding hockey rink signage at the January 16 City Council meeting. Council members felt the signage should be consistent and simple. Van Abel informed she has not received feedback from Jeni O’Brien. Gorham suggested O’Brien could recommend approval of advertising signage. January 6, 2018 City Council Minutes: Advertising Signage on the Hockey Rink PRC Chair Gorham explained that the Committee has been discussing the feasibility of offering area businesses the opportunity to advertise using signage fastened to the inside of the rink boards. Guidelines were presented detailing the cost of $200 a year/$500 for 3 years, materials, and size of the signage. All proceeds would go to support the Wojtowicz Skate Park. Council member Schneider questioned the durability and safety of the signs. Mayor Maefsky said she likes the white simplicity and Scandinavian feel of the rink as it is now, and sees problems with splashing ads on the rink. She said it’s good to raise money for the rink, but asked about alternative ways to do this like hosting a hockey tournament or by other means. Gorham said the Committee could work with a designer to keep the ads consistent and simple in appearance, and return with an example along with clarifications to the guidelines. October 2, 2017 SPRC Minutes: Hockey Rink Signage Hegland informed business signs are to be screwed into the hockey boards. There was discussion about how the signs would be installed and who would do the installation. Gorham questioned if there were potential businesses wishing to advertise. Hegland and Gorham agreed to prepare a thorough proposal for hockey rink signage and present at a future meeting. Hawkinson suggested a diagram of the hockey rink to show availability and location of business signs. September 7, 2017 SPRC Minutes: Hockey Rink Signage Hegland provided a written report that was reviewed by Committee members. Hawkinson questioned the proper installation of the signs and recommended the first installation of signs be completed by an experienced installer. Hegland agreed to research the proper installation of signs on the hockey boards and present at the October meeting. 6. b) Hockey Board Ad Signage The park and Rec board is looking to sell ad space around the hockey rink on the boards. Ad Pricing: We have checked with rinks in the area and they charge $1,000 per year with a three year minimum. Considering that they have hockey all year, we were thinking $500 a year with a three year minimum would be fair. Sign Prices: The sign itself would be purchased by the advertiser. Forest Lake uses Gator Signs to print and install their ads. We contacted Gator and they charge an average of $192 to print their signs on a 4 x 8 sheet of styrene. The styrene sheet is covered with an $83 sheet of lexan plastic that can be purchased at E&T Plastics in Blaine. Install and Removal: The signs are attached with screws through the current screw holes. Public works would be used to install and remove the signs when the three years or prepaid length ends. Sales: Dustin Hegland has volunteered to sell sign space in the beginning, but in the future others could volunteer to sell space. Where the Monet/ Would Go: The money made from ad sales would go to hockey rink improvements July 6, 2017 SPRC Minutes: Hockey Rink Signage Hegland informed signage at the Forest Lake hockey arena costs $1,000 per year with a three -year minimum commitment. The Stillwater arena signage costs $1,000 per year with a discount if there is a commitment for additional years. Hegland suggested $500 a sign at the Scandia hockey rink would be reasonable. Jinks recommended Hegland present a proposal at the next Committee meeting to address the structure of soliciting businesses, to research the costs for signage and recommended signage for hockey arenas, and to address installation and maintenance of the signs. May 2, 2017 SPRC Minutes: Hockey Rink Signage Hegland is taking the lead on this project. In his absence, the Committee decided to table discussion until next month’s meeting. Jinks encouraged Committee members to visit both the lighted ball field and the hockey rink prior to the meeting. April 3, 2017 SPRC Minutes: Hockey Rink Signage Hegland recommended advertising on the rink boards as a source of revenue. Rodsjo suggested sign requirements and limiting the number of signs. Hegland agreed to research other signs, materials, and costs.
