8.b1 Proposed Addendum for UDC Transition Zoning & Development Code Update – Proposed Addendum #1 1 City of Scandia Zoning & Development Code Update December 11, 2020 TO: Mayor, City Council CC: Ken Cammilleri, City Administrator FROM: SHC RE: Cost to restructure Zoning & Development Code to UDC Mayor and Councilmembers, As directed at the December 1, 2020 work session, the SHC Team (Team) conferred to determine the additional costs associated with restructuring the Zoning & Development Code to a Unified Development Code (UDC). Consistent with the proposal submitted by our Team on March 13, 2020 we estimate the costs not-to-exceed $10,000. If the number of meetings and revisions needed to complete the process is streamlined, we believe the final costs will be approximately $8,500- $9,000. We propose an addendum to the Zoning & Development Code contract indicating a not-to-exceed value of $10,000. We will do our best to save costs to the extent possible and will keep you apprised of our status with respect to the contract value. As communicated on December 1st, our Team is confident we can complete the additional work for the costs identified and we continue to recommend the transition of your code to a UDC. We believe transitioning to a UDC will prove to be easier to use and understand for staff, residents, stakeholders and policymakers moving forward.
