9.d Public Works Staff report November 2020December 15th, 2020 Public Works Staff Report – November 2020 Roads and Right – of – way Roads: The ROW mowing was able to be completed in November. It will help suppress the volunteer trees and open the visibility for drivers to see deer and other animals crossing the roads. Staff is also performing ROW pruning for safety concerns such as visibility, branches that could damage vehicles, and hangers. So far 220 th, Peabody, and 205th have been completed. The county was able to sweep all the roads with gutters in Scandia. In between there was a small snow even prior to sweeping that caused slippery road conditions and one after sweeping that amounted to a 4.5” snowfall that required the cul-de-sac crew to be called into service. The flag and flower hanger brackets were removed from the light poles and the holiday light s were installed. There were two light poles that needed a GFI replacement. There was a new light pole installed to replace the one damaged by the accident during the first snow fall. St. Paul’s PW’s department performed the replacement and did a great job in a timely manner. The new replacement poles no longer come with a receptacle outlet. Web electric performed the electrical outlet installation and GFI receptacle replacements. PW staff picked up a load of cold mix for patching potholes this winter. The public may use several forums of media to contact public works if there are potholes that need attention. The Pilar road area impacted by ditching, on the east end, was graded one more time. Sewer – Water: Bliss /AE 201 system: The electronic valves in Lift station #3 valve pit have been replaced. The crew spent all day replacing the ball valve and three electronic valves. The valves are operational as of 12 -11-20. The lines were very corroded and the solenoids were a loss. The connections will be checked next year and annually to make sure the moisture is kept out for the connections. The next phase is to replace the used temporary #2 pump in lift station #2. Staff prepared and submitted the annual Land IV Application report to the MPCA for the field applications performed and submitted data related to the changes in the drainfield performed this summer at the drain field. Uptown sewer: Continues to operate effectively. Parks: Lilleskogen: The park sign design that was proposed by the Tourism Committee is in the process of being ordered. Bee has emailed them and is waiting for a response. Staff will look into post alternatives per their guidelines. The posts and laterals for the cedar fence were installed to redirect the public to use the bridge on the west end of the park. Prepared and submitted the annual DNR accomplishment form for the restoration grant. Warming House / Rinks: Staff has rolled the open rink area once so far to push the frost into the ground. On nights where it gets down to the teens, the process will continue so positive results can be achieved when flooding begins. There are 4 applicants for the rink maintenance position. Interviewing will happen the week of the 14th. Bike Fix-It station and bike racks were removed and put in shelter for the winter. Heat and water softener were re-activated in the warming house. Hay Lake & Monument: Soil around the walk at Hay Lake was roughed-in for this fall. Final grading and seeding will occur in the spring of 2021. OTHER: - Setup and break down of the voting tables and equipment.
