City of Scandia and Community 2015
Government Meetings:
Total number of government meetings (Scandia City Council and Scandia Planning) filmed was 24. Station
scheduled filmmaker, added title slides and graphics to meeting and aired on LATV 10 multiple times per
meeting or at least twice per week. Meetings available on-line, on demand, on the station's website, and
linked to the City. A goal of 2016 is program origination (a live feed) direct from the Scandia City Chamber.
Recording Community Events and creating professional programs:
Total number of Community Events filmed in the City of Scandia was 11. This includes Scandia Taco Daze,
Scandia Vinterfest, and multiple events at Gammelgarden. For the first time the station worked with the
Washington County Historical Society to film two events at Hay Lake Museum. These included a
presentation about area residents who served in the Civil War and a presentation about what is was like to
learn in a one -room schoolhouse. Working with Elim Church and the Scandia Lions we also filmed the Living
Cemetery Tour this year. For Veteran's Day this week, the station will be covering the Veterans Memorial
and ground breaking at Lilleskogen Park. Coming up in December we will be filming the Lucia Dagen
Celebration, something station has not covered since 2013.
As a flashback program, the station still runs, the Scandia Market and Mercantile rebuild show as well at the
Farmer's Market Show, among others. We promote public events in Scandia by creating slides of submitted
upcoming events as public service announcements on the station's channels. All finished programs are
available on-line to view on the station's website and shared with the City of Scandia as well.
Monitoring the Cable Franchise and Increased Communication with Midcontinent Communications.
This past year the FLCC implemented an approved communication plan with cable operator Midcontinent
Communications. The plan is for city administrators, the city council/government FLCC representative, and
local Midcontinent managers to meet in the winter to discuss possible areas of potential build out in each of
the three cities served by the FLCC. Midcontinent then has the winter to possibly incorporate the area into its
summer construction and upgrade plan. In between, this may mean further communication, Midcontinent
meeting with residents, etc. In a second meeting in June, Midcontinent reports back to the FLCC. The
meeting's minutes are shared with the three cities and further dialogue takes place. The communication plan
helps the cable operator learn about new developments and resident requests. The FLCC and the city in turn
are better able to apply the cable franchise to meet resident's needs.
Upgrades to Lakes Area Community TV Equipment to improve efficiencyproductions:
In 2015 the FLCC purchased three new HD cameras to replace old and very worn tape cameras, new camera
bags, and a new editing bay computer to replace the older, slower system. New tripods replaced older stripped
tripods. Wireless microphones, and a second editing bay computer replacement will be added to the station's
equipment by the end of December. Finally a video server will be added as the station now maintains all
programs as computer files instead of storing them on DVDs. The money to purchase capital equipment
comes from PEG (Public, Education, Government fees) that the cable operator adds to every subscriber's bill.
Prior to the new franchise the amount was $0.75 per month per subscriber, now the amount is $1.50 per
subscriber. This fee is finally closer to what other cable commissions have negotiated in their franchises. This
helps the station keep its equipment in good working order.
