First presented to the PRC on 10-5-15, this document provides additional information requested by the PRC, and hereby presented on 11-2-15. Documents attached are: 1. The revised request, clarifying that the request does not involve a monetary donation to the city but is a request to create a native planting on a city parcel. 2. Map of outlot and description of the housing development contract, which describe Outlot D as a pumphouse and not an easement. The proposed project would be in Outlot A. 3. Donation form to city ATTACHMENT 1. 4-H PRESENTATION AND REQUEST Swenson Park Pollinatar Planting Project Proposal Hi — my name is Sophia Nienaber... and I'm Olivia Nienaber. We both live in Scandia on Oren Road North and are members of the Soaring Eagles 4-H Club. We're sorry we can't be at the Parks and Recreation Committee meeting tonight. We have a 4-H Open House that we are leading activities at, and need to be there. First, we want to thank you for reading the information in your packet about the Pheasants Forever and Quail Forever Youth Pollinator Habitat Plot at Swenson Park. In August, our mom — Ann Rinkenberger — who is also our 4-H club leader, contacted Pheasants Forever and Quail Forever after reading about their Youth Pollinator Habitat Plot program. After talking with the director of the program, our 4-H club received a $3,750 donation to create a pollinator habitat plot on public land by June 2016. There were two things that we have to make sure we do: - find public land for the plot; and offer educational activities for kids including planting some or all of the plot. The first thing our club did was contact Janie since she knows so much about monarchs and establishing a butterfly garden. She then asked two more people to join a team for this project: Karen and Dan. We looked at several different places for the Youth Pollinator Habitat Plot, and picked Swenson Park — which is on public land - for several reasons: The plot needs to be at least a half an acre in size. Swenson Park has space for a 1.7 acre plot that would include the pollinator plants and a closed -loop trail for either walking, off -road biking, or ATV use. The site will not require a lot of site prep. Compared to other sites, Swenson Park is level and does not need any fill brought in to make it a workable space. After mowing and prepping the land this fall, it will be ready for Prairie Restorations and youth to seed it in the spring. There are a lot of people who are excited about this project and want to help with it. Dan and our mom talked with people who live in the development on Olgilvie Avenue. Everyone who they met with was very supportive of the project; and six families who have children want to help with both the planting and maintenance of the plot. Members from our 4-H club, children who live in the homes on Olgilvie Avenue, and youth and adults from the community will come together next Spring to broadcast wildflower seeds and hand -plant 400 wildflower transplants in a demonstration garden. There are beekeepers whose bees would benefit from having a nearby food source. There are many beekeepers and beehives within three miles of the pollinator plot. I am one of those beekeepers with bees that live less than 1,000 feet from Swenson Park. Bees rely on and benefit from having a good source of food that is close to their hives. Although bees will travel up to three miles for their food, it is much better if it is even closer to them so they aren't using all of their energy simply flying back and forth to find, get, and bring back food to their hive. Ideally, there would be pollinator plots throughout Scandia — from large plots on public land to small gardens in people's backyards. Anything that we can do to help bees find food and pollinate plants will help people. Why? Because one in every three bites of food that you eat relies on pollination — whether it is because of a bee, insect, hummingbird, bat, or any other pollinator. We would be helping create the start of a "highway" for monarchs. As you know, the monarch population has decreased a lot over the past couple of decades. One thing that helps monarchs — especially along the migration pathways that they fly — are milkweed plants. Even better — are a variety of wildflowers that adult monarchs use to drink nectar from. This gives them a source of food and the energy to continue flying. The Youth Pollinator Habitat Plot will have many types of flowers. At a minimum, there will be at least three different types of flowers blooming in each growing season: spring, summer, and fall. It is important that we create many pollinator gardens so that butterflies have a variety of sources from which to eat and lay their eggs; and caterpillars have a source of food. Swenson Park is about one and a half miles from Lilleskogan Park. This would be the start of a local "highway" for monarchs and other butterflies. It's on both the Washington County Barn Quilt Trail and Bone Lake Bike Trail. Because the Youth Pollinator Habitat Plot would be on these trails, more people who are visiting Scandia or who are exploring the trails will pass by the plot. There will be a sign along Oren Road that describes the project. The entrance to the walking trail will be near Oren Road to encourage people to stop and enjoy a walk on the trail. The other important part of the grant is to offer educational activities for kids including planting some of the plot. In May of next year, we would like to do a Planting and Celebration Day that includes five different activities for children and teens. All of the youth will make a mason bee nesting house and wildflower seed balls; plant milkweed seeds or transplants; learn about how pollinators affect the food we eat; and receive a packet of wildflower seeds so they can go home and create their own pollinator habitat plot on a smaller scale. At the Planting and Celebration Day, we also will be planting 400 wildflower plugs in a demonstration garden. Youth will work with adults from the neighborhood on Olgilvie and the community to plant the wildflowers. After all the planting is done, we will have a celebration party for volunteers with pizza, honey lemonade, and ice cream — all food that relies on pollinators. We are so excited about this opportunity! As you may know, this past spring I received a grant from Disney's Friends for Change to create a Barn Quilt Trail. The Scandia-Marine Lions matched the grant and several other organizations and people also made donations. We had over 60 volunteers — from 6 years old to 86 years old - come together to paint seven barn quilts — including the Log Cabin Barn Quilt that we're sitting by here at Gammelgarden. The Barn Quilt Trail is a lasting gift to residents and visitors who live in and visit Scandia, Marine on St. Croix, and the Town of May. The trail has enhanced the community through art; has brought visitors to our area who then support the businesses here; and has created something new to enjoy on some of Scandia's bike trails. We believe that the Youth Pollinator Habitat Plot will do the same thing as the Barn Quilt Trail project. It is a way for those who are committed to helping the environment to come together to create something that helps pollinators and wildlife, and creates a place of beauty for everyone who goes by it to enjoy. We are hoping that you like and will support the idea of creating a Youth Pollinator Habitat Plot at Swenson Park; and will give a recommendation to the Scandia City Council to give the Soaring Eagles 4-H Club and Friends of Scandia Parks and Trails approval to move forward with the Pheasants Forever and Quail Forever's Youth Pollinator Plot program at Swenson Park. Outlot A is the area desired for the 4-H Pollinator Planting Project. The planting would occupy about 1.7 acres of the lot. Outlot D - identified by PRC chair as an easement - is actually an outlot southwest of Outlot A. It is the location of the well and pumphouse for the housing development. The pumphouse building can be seen in lower right in the photo below. The 4-H planting project would be about 100 feet from Outlot D and the pumphouse. The contract for developmet, including the description of Outlot D is also attached below. Swenson and Janet Y. Swenson, husband and wife, hereinafter called "Developers". Request for Plat Approval.
