7.b) 1) Ord 165 amendmentProposed Ordinance Amendment Ordinance No. 165 Signs\ November 17, 2015 Council Meeting This amendment proposes the following changes to Ordinance Amendment 165 and to the Scandia Architectural Design Guidelines: Add to Section 3.13, Item (4) General Standards: (D) Backlit or illuminated signs are permitted in all districts shall be diffused or indirect so as not to direct rays of lighting onto any public right-of-way or adjacent residential property. No backlit or illuminated signs or their support structures shall be located closer than twenty-five (25) feet to any roadway surface or closer than ten (10) feet to a road right of way line, notwithstanding more restrictive portions of this section. (E) LED (light -emitting diode) luminaires, or other energy -saving luminaires may be used in backlit signs, illuminated signs or other signs permitted by this ordinance. Revise the Scandia Architectural Design Guidelines section called "Lighting storefront signs to state the following: Backlit signs are permitted in the VMUA and VMU B Districts, IP District, and on all parcels in the R COMM District. Signs may be lighted using spotlights mounted on the building surface or on the ground aimed at the sign. Neon signs are acceptable inside the storefront window Revise the Scandia Architectural Design Guidelines section called "Inappropriate Lighting on Storefront Signs" as follows: Remove "Backlit signs" Remove "LED digital signs" and replace it with "Dynamic Display signs"
