5.f) Staff Report-WCD ContractJ SCAlVDIA Staff RepoVt Date of Meeting: December 15, 2015 To: City Council From: Neil Soltis, City Administrator Re: Washington Conservation District (WCD) Annual Contract Background: The City has been contracting on an annual basis with WCD to provide technical services related to the administration of the Wetland Conservation Act for a number of years. The proposed 2016 agreement is nearly the same as last year with minor amendments: Technical Service 1: A minor reduction in hours due to revised workload estimates based on the last couple years of monitoring. Technical Service 2-Task 1-changed the field review of the wetland boundary to on "as needed as determined by the City." The boundaries were reviewed this year and my recommendation is that no additional review is necessary, unless the City requests it. I have reduced the cost accordingly. The current contract expires at the end of the year so a new contract for 2016 is being proposed. Issue: Should the City approve the 2016 annual contract with WCD for WCA activities and Zavoral monitoring? Proposal: A copy of the proposed contract is included in your packet. The contract would run Jan. 1-Dec. 31, 2016 unless terminated earlier by 30 days notice of either party. WCA duties include the estimated cost of technical assistance for two wetland applications, administrative assistance in processing those applications and miscellaneous duties related to wetland permitting that may occur. Zavoral monitoring proposal is based upon this year's AOP requirements. Should the Council change those requirements in February, an amended agreement could be executed. Fiscal Impact: The estimated costs for the Wetland Conservation Act (WCA) duties are $2,275. Most of this would be reimbursed by the applicants. There is no change in the estimated amount from the2015 agreement. Any services provided beyond those described above would be billed at an hourly rate of $78/hour. Any additional costs would be set forth in an amendment to the contract. The cost of the Zavoral monitoring would be about $27,725 and they City would be reimbursed by the applicant. The proposed cost is less than the $29,870 cost based on the reduction in the scope of work as Options: 1) Approve the contract as presented 2) Amend and then Approve the contract 3) Do not approve the contract Recommendation: Option 1.
