9.a) Staff Report-2016 Budget Adoptionnq-� €-, SCANDIA Staff RepoVt Date of Meeting: December 15, 2015 To: City Council From: Neil Soltis, City Administrator Re: Adoption of 2016 Budget Background: The City began working on the 2016 budget this summer and certified the preliminary levy in September. In November the County mailed proposed property tax statements to property owners. The preliminary levy was certified at $2,257,871, a 1.82% increase. The public hearing on the budget was held on December 2, 2015. The Planning Commission held a public hearing on the 2016-2019 Capital Improvement Plan on November 4, 2015. The Planning Commission recommended the following changes to the plan as recommended by the Capital Improvement Committee: Increase the 2016 budget for the Capital Project fund by $40,000 for the improvements to Log House Landing. The funding for this project is proposed to be a 50150 cost share with the Watershed district. Increase the 2017 budget by $200,000 for Log House Landing road improvements. The funding for the project is also proposed to be a 50150 cost share. Proposal Details/Fiscal Impact: Included in your packet is Resolution No. 12-15-15-02 that certifies the levy for 2016 at $2,257,871 and adopts the 2016-2020 CIP. The budget reflects the addition of $100,000 for local road improvements was recommended at the December 2 public hearing. Options: 1) Adopt Resolution No. 12-15-15-02 as presented 2) Amend the 2016 Budget and then Adopt Resolution No. 12-15-15-02 3) Delay action for a week. The final levy must be certified to the County by December 28, 2015.
