8.a2 Staff Report Skating Program New Hires Staff Report Date of Meeting: January 19, 2021 To: City Council From: Brenda “Bee” Stignani, Office Assistant Re: Skating Program New Hire Background: The Parks & Recreation department offers a six week Learn to Skate class to elementary school students. Katy Herman has been hired by the City to teach this class annually. Herman indicated this season that she was actively searching for an instructor to replace her. Herman informed staff on January 6, 2021 that it was likely that she found a replacement but would not know for certain until the following class scheduled on January 13, 2021. Herman did notify staff on January 13, 2021 that she successfully found two instructors to teach the remaining four classes in her place. Ellie Krueger and Maggie Gerty have both been ice skating coaches through the Forest Lake school district. Krueger is currently a coach and pre-k teacher at a childcare center. Issue: Herman will not teach the remaining 4 Learn to Skate classes or future classes. Should the City of Scandia hire Ellie Krueger and Maggie Gerty to fulfill this role? Fiscal Impact: The instructor was hired for a stipend payment of 80% of enrollment fees and assistants a flat rate of $20 per class. Staff would continue to calculate this same amount, and divide it between the two instructors for the remaining 4 classes. Staff will revisit this fi nancial compensation agreement for the 2022 season. The fiscal impact is zero change to the existing agreement. Options: 1. Approve hiring Ellie Krueger and Maggie Gerty at the total expense to the City of Scandia at the rate of 80% of class enrollment fees plus $20 per class, conditioned on completion of satisfactory background checks. 2. Do not approve hiring Ellie Krueger and Maggie Gerty. Recommendation: Option 1.
