This Outline proposes a revised format and organization of Scandia’s existing Development Code and illustrates the transition from the existing Code to a proposed Unified Development Code. You will see tables and graphics in this Outline that are examples of what will be included in the final UDC and will make it easy to navigate and to use. In addition, the Outline includes a Comparison Table that maps the sections of the existing Code to the proposed UDC sections. This Table is intended to make clear the proposed transition from the existing Code the proposed UDC. We have proposed adding two Zoning Districts to the existing list of base districts in the Scandia Code: Rural Neighborhood and Village Reserve. The purpose of the Rural Neighborhood District is to address nonconformities on lakefront properties, and it could be used in areas in the Village Center as well. The Village Reserve District will include parcels in the Village Center where additional city infrastructure is planned so that they can be developed at an appropriately higher density. This Outline is a high-level organization of the proposed Code and is intended for an initial discussion with you about this proposed organization. We will be attending your meetings on February 2 and 3 and will present this Annotated Outline. We look forward to discussing this outline with you and using your feedback to continue to refine the organization of the proposed UDC and to construct its content.
