Re: Proposal to shorten PRC terms Staff Report
SPRC members discussed briefly at the January 4, 2021 meeting the possible resistance to applications
to fill SPRC committee member positions directly due to the 5-year term commitment. Chair Gorham
recommended considering a by-laws amendment to change the terms to 3 years. Administrator
Cammilleri stated that any SPRC member may resign their appointment for any reason during their 5-
year term if needed, and applications can be accepted to fill this vacancy.
The terms of the SPRC is set by Ordinance 30.08, and is not changeable by amending SPRC by-laws.
SPRC By-laws:
Section 3. Membership. The SPRC is made up of Scandia residents appointed by the City Council
according to the requirements of Section 8 of Ordinance No. 125.
Scandia Code of Ordinances:
1. § 30.08 ADVISORY COMMITTEES AND COMMISSIONS.
(C) Parks and Recreation Committee. There is established a Park and Recreation Advisory
Commission for the city, to act in an advisory capacity to the Council in all matters relating to a park and
recreation program in the city. The Park and Recreation Advisory Committee consists of five members
appointed by the Council for staggered terms of five years, expiring on February 28 each year. The
Chairperson and Vice Chairperson of the Parks and Recreation Committee are appointed by the
Commission from among the members of the Commission, subject to approval by the Council, for
a term of one year. The Committee shall adopt its own rules and procedures with the approval of the
Council.
