City of Scandia Parks and Recreation Committee
Monday, February 1, 2021
A meeting of the Scandia Parks & Recreation Committee was held on the above date with modifications. Due
to the health advisory issued by the State regarding the COVID-19 outbreak, to avoid public gatherings and
limit social contact, the meeting was conducted over an electronic platform. All Committee members and staff
who joined the meeting remotely could hear each other and contribute to discussions. City Administrator
Cammilleri was present in the Council Chambers. Cammilleri was the presenter and displayed the meeting
materials for participants to view remotely.
The following were participants to the meeting: Committee members Terry Gorham (Chair), Greg Zauner (Vice
Chair), Carol Schwinghammer, Dustin Hegland and Patti Ray (City Council Representative). Staff members Ken
Cammilleri (City Administrator), Adam Hawkinson (Director of Public Works), and Brenda “Bee” Stignani (Office
Assistant). Absent: Cami Van Able. The meeting was called to order 7:00 p.m., a quorum was present.
PUBLIC FORUM
There were no public comments
APPROVAL OF AGENDA
Motion by Hegland, seconded by Zauner, to approve the agenda. Roll call vote, the motion carried 4-0.
APPROVAL OF MINUTES
Chair Gorham called for any additions or corrections to the January 4, 2021 minutes. No additions or corrections
were submitted. The minutes stand approved.
REPORTS
Chair Report
Chair Gorham will chime in on items on the agenda, rather than providing a report.
Public Works Director Report
Hawkinson provided a written report. Hawkinson will provide drawings and cost estimates to altering the ice
rink entrance to allow clearance for the fire department’s tanker truck for flooding the outdoor rink next month
for consideration. Ray suggested waiting for May to solicit park names from residents to be considered for the
new Orwell Ave park. “Skogen” would not be appropriate, but Zauner suggests asking Lynne Moratzka for words
in Swedish with the meaning of prairie or grass to be incorporated in park names to be considered. Hawkinson
added that the new memorial bench will be installed at the warming house near the Zamboni doors after the
ice and snow are finished for this season.
Staff Report
Stignani provided a written report. Stignani added that the Orwell Ave tax forfeited land parcel is in process to
become a park for Scandia.
OLD BUSINESS
Playground Equipment Replacement Sub-Committee Update
Three applications were submitted for City Council to consider at the February 3, 2021 Work Session.
CLFLWSD Collaboration with Trollskogen:
Cammilleri contacted Emily Heinz and concluded that CLFLWSD needs a more defined concept for them to
collaborate in this project. Gorham will prepare a Trollskogen concept plan incorporating ideas PRC has discussed
in the past with the intent to submit to CLFLWSD formally after PRC reviews at the March 1, 2021 meeting.

Cammilleri recommended reaching out to Bone Lake Association members to participate in the planning process.
It is recommended to get input from residents prior to submitting concept plans to CLFLWSD. Ray offered to
post all requests for participation, or surveys, on the Bone Lake Association’s Facebook page.
Signs Update
Hawkinson provided a staff report. Hawkinson recommends asking Council to accept the Behnken quote for,
$2,700 per post, or $5,400 total, for creating real brick posts for installing the Lilleskogen Park sign. Discussion
included the materials for the posts, other quotes from other vendors, the location of the new sign as well as
the need to apply for a sign permit and follow Scandia’s sign regulations.
Motion by Gorham, seconded by Hegland, to recommend to City Council to accept the Behnken quote for real
brick posts for the Lilleskogen Park sign, to be placed in the rain garden area in the parking lot, perpendicular
to Oakhill Road. Roll call vote, the motion carried 4-0.
Annual Report
Staff provided a draft of the 2020 Annual Report. Ray listed a number of additions, many that Gorham had
previously requested to be included in this draft. It was decided that Gorham and Stignani will work to provide
a complete draft at the next meeting for review.
NEW BUSINESS
Dala Horse Story Project
Ray reported receiving 24 stories from Scandia Elementary School students. A group selected 8 finalists and one
winner. Ray will prepare a Press Release to provide opportunity for community awareness that the stories will
be replaced every 2 weeks in connection with Gammelgarden’s Year of the Dala Horse celebration. Ray
requested $50 to award to the winning student’s classroom.
Motion by Zauner, seconded by Hegland, to provide $50 to be awarded to the classroom of the winning
student in the Dala Horse Story Project. Roll call vote, the motion carried 4-0.
Ice Sculpture Exploration
Ray reported Scandia’s participation in the upcoming Ice Sculpture Exploration event, February 19-28, 2021.
Cammilleri recommended asking residents to assist in promotion by posting small yard signs.
Borrow A Bike
Ray reported the EDA’s consideration of a Borrow A Bike program, based on the program running in the City of
LaRoy. Ray is collecting input with the intent to begin a program in Scandia in August of 2021 if possible.
Amendment Proposal to Shorten PRC Terms
Stignani provided a written report. Committee members concluded that requesting an ordinance amendment
is not feasible at this time. Cammilleri reminded members that they are able to resign their appointments if the
commitment becomes too much, and other residents are welcome to participate in PRC meetings without the
commitment of a PRC appointment. These residents would be able to volunteer and work alongside all PRC
members, and only be excluded in voting matters.
PRC Operational Calendar
Gorham discussed the 2021 proposed PRC operational calendar and requested staff include this in every meeting
packet.

Gorham presented the concept of long-range park planning. Discussion concluded with a request for Cammilleri
to prepare a Request for Proposal recommendation draft for the next PRC meeting with the intention to present
a final request to the regular City Council meeting in May.
Nominate PRC Chair & Vice Chair Officers
Gorham called or nominations for filling the roles of Chair & Vice Chair offices for 2021. Discussion suggested
that Gorham serve as Chair and Zauner as Vice Chair. The matter will be voted on at the March 1, 2021 meeting.
Gorham formally thanked Carol Schwinghammer for her time on the Parks & Recreation Committee and invited
Carol to continue to participate in Yoga when appropriate and other projects as they fit her schedule.
