02-02-2021 Planning Commission Work Session February 2, 2021 The Scandia Planning Commission held a special work session on the above date with modifications. Due to the health advisory issued by the State regarding the COVID-19 outbreak, to avoid public gatherings and limit social contact, the meeting was conducted over an electronic platform. All Planning Commissioners, staff, and participants who joined the meeting remotely could hear each other and contribute to discussions. City Administrator Cammilleri and City Clerk Eklund were present at City Hall. Cammilleri was the presenter and displayed the meeting materials for participants to view on their remote screens. Chair Dan Squyres called the meeting to order at 6:00 p.m. The following were participants to the meeting: Commissioners Jan Hogle, Travis Loeffler, Perry Rynders and Chair Dan Squyres. Absent: Commissioner Greg Amundson. Staff present: City Attorney Chris Nelson, City Planner Evan Monson, City Administrator Ken Cammilleri, City Clerk Brenda Eklund. Council member Jerry Cusick was also present. DEVELOPMENT AND ZONING CODE PROJECT UPDATE Jennifer Haskamp and Julia Mullin, consultants with SHC, presented an annotated outline of the City’s proposed Unified Development Code. Haskamp explained that the outline proposes a revised format and organization of Scandia’s existing Development Code and illustrates the transition from the existing code to a proposed Unified Development Code. The UDC will implement tables and graphics, making it easy to navigate and to use. Haskamp explained the proposal to add two zoning districts to the existing list of base districts in the Scandia Code: Rural Neighborhood and Village Reserve. The purpose of the Rural Neighborhood District is to address nonconformities on lakefront properties, and it could be used in areas in the Village Center as well. The Village Reserve District will include parcels in the Village Center where additional city infrastructure is planned so that they can be developed at an appropriately higher density. The Commissioners noted their approval of the organization of the UDC outline so far. Haskamp stated that they will return to a future meeting with a more detailed subsection for further discussion and direction.
