Karin Housley, have introduced legislation •SHA requests that the Scandia City Council approve the submission of a 2022 bonding request for the project in the amount of $1.5 Million (per the Redevelopment Agreement) •Request that the City Council authorize and direct City staff to prepare the submission (per the Redevelopment Agreement) State Bond Financing Timeline •Early March 2021:Meetings with Rep. Dettmer and Sen. Housley •March 2021: Bonding bill introduced in House and Senate •Spring 2021: Scandia staff prepares State Bond Financing request •Summer/Fall 2021: Legislature tour of State Bond Financing Projects •2022 Legislative Session –Lobby Legislators •May 2022 –Bonding bill passed in Legislature (estimated timing) Bonding Request In accordance with Section 6.1 (a) of the Redevelopment Agreement, SHA requests the Council approve the submission of a bonding request pursuant to Minn. Stat. §16A.695 for 2022 bonding for the Project in the amount of $1.5 Million. Bonding Request Further, SHA requests the Council authorize and direct City staff (i) to prepare such submissions as required by Minnesota Management and Budget for the bonding request and (ii) to work with SHA in support of the bonding legislation as appropriate and consistent with other City staff obligations. Initiation of Exclusive Development Period SHA requests the City’s approval of these Minimum Preliminary Phase 1 Project Plans and the extension of the Exclusive Development Period for an additional five (5) years.
