RE: Summary of Approval Process for the Scandia Arts and Heritage Center
Staff recommends that the Scandia Heritage Alliance (SHA) apply for a variance for the
setback encroachment of the wetland and to apply for a Planned Unit Development (PUD)
which is approved by conditional use permit (CUP). The PUD process is the most
appropriate for this project because it allows for greater flexibility in site standards, allows
for a long-ranged phased project to have long-term approval and will prevent any issues of
having multiple principal structures on the same property.
The PUD process will also serve to remedy several existing non-conformities on the
Community Center grounds that exist today. To be able to proceed with this application,
the City must become a co-applicant to the zoning request (which is also required as the City
will remain the underlying property owner), and it will need to complete a full survey of the
leased area and the community center grounds. This will be used to help calculate lot
coverage requirements and to complete a joint Planned Unit Development (PUD)
application on behalf of SHA and the City.
SHA will also need to apply for a sewer permit for the City’s Uptown community
sewer. Staff and SHA have been working together to identify that the system will be able to
cope with these additional sewer services.
SHA will provide the City with information on normal and peak parking demands and
include an estimated amount of employees who will be on site during normal and peak
hours. The goal is to utilize the parking located on the SHA site and the Community Center
site to meet parking requirements. Evan, the City Planner, will research an appropriate
parking requirement based on the information provided and resources available to him
through his firm, TKDA.
Summary of Approval Timeline:
• Monday, March 1st at 7pm Park and Recreation Committee meeting - SHA will
present concept plan to the PRC for their input and potential project support.
• Wednesday, March 3rd at 6:30pm City Council Work Session – SHA presents
concept plan and letter for the City Council to approve 5-year buildout extension,
based on the conditions of SHA’s existing agreement with the City.

• Wednesday, April 7th at 6:30pm City Council Work Session – SHA makes a request
to the City Council to sign onto the PUD/CUP request. SHA also presents a request
to the City Council to approve submission of a bonding request so that the City can
submit the preliminary request to Minnesota Management and Budget.
• April 8th If the Council approves the request to co-sign the CUP/PUD request, the
City Planner will send notice to the Minnesota Department of Natural Resources
(DNR) for their 30-day comment period. He will also provide SHA with notice that
the application may exceed 60 days due to the DNR comment period. (This is
precautionary if there are unexpected delays. The City will attempt to process this
based on this schedule.)
• April 16th – the deadline to submit public hearing notice to the Country Massager
(City Staff)
• April 23rd – the deadline to mail notices for CUP/PUD and variances
• Tuesday, May 4th at 7:00pm Planning Commission meeting – The PC will hold a
public hearing on all of SHA’s applications and will consider possible approval. (It is
possible they could delay a recommendation; in which case we could add as much as
a month or more to the approval process.)
• Tuesday, May 18th City Council meeting – If recommended by the PC in May the
Council could approve all of the applications as early as this date.
