9.d Public Works Staff Report February 2021March 16th, 2021 Public Works Staff Report – February 2021 Roads and Right – of – way Roads: Staff continues ROW pruning for safety concerns and have now completed 209th- Quadrant area, and Quinnell. Another light pole was replaced in the City after the County came into contact with it during the snow removal process. The County will reimburse the City for the pole and installation costs. The City has not seen St. Paul’s billing for the light taken down in October of last year by a motorist. The PW staff responded to 5 snow events in February. The City used a special treated salt during the real cold snap. A section of Pomroy has peeled up during the last plow in early March. It is on the north end of the road near 220th. The City Engineer will be proposing to add to the project of 2021 and the Director of Public Works does support moving forward with that recommendation. Pomroy would be a road to consider. Sewer – Water: Bliss /AE 201 system: One of the new valves has given Public Works some problems. There is a cam inside the electronic valve mechanism that has failed. The company has sent the department a new one but will not cover the cost of the installation. The Preliminary Operational Permit for the Bliss system from the MPCA is ready for review. Ken, Ryan and Dir. of PW have reviewed the document and have sent feedback back to MPCA. The Dir. of Public Works has performed the re-permitting functions through Washington County for the AE and Uptown sewer systems. Permit is for 1 year, March through February. Uptown sewer: The system is still functioning as it should. Adjustments will need to be made once the church and restaurant re-open later in the year. Parks: Warming House / Rinks: The cold weather shut down the rink for a few days. The warming house did re -open but did limit the number of individuals in the warming house at one time. This last week in February the warm temperatures are getting the better of the ice. It will more than likely be shut down by the end of the week of 2-22-21. Lilleskogen: Staff cleared the snow on the path for the new stories from the elementary school and the anticipated additional visitors to see the ice sculpture. Park signage: The PW Director did receive a quote from the sign company to install the cedar uprights for future park ID signs. It was $3,100.00 for both end posts.
